Agency ad accounts: a comparison of providers for Facebook, Google, TikTok and 10 more networks

What an agency ad account gives you, and who needs one
An agency ad account is your ad account inside somebody else's Business Manager, MCC or Business Center. Somebody else's here means belonging to an agency that has a registered company and partner status with the platform. The difference from an ordinary account is not in the interface — the interface is the same Ads Manager — but in two things: who pays the platform, and whose reputation answers for the account.
The agency pays, and it pays on a credit line. At Meta that is monthly invoicing: the platform issues an invoice once a month, the money moves after the fact, and such a line goes only to a verified company with a spend history. An agency shares its line with clients — partly, as a fixed amount, or in full — but the one who opened the line answers to Meta for non-payment. Hence the prepayment they take from you: the provider carries the risk and you cover it with a deposit.
Reputation is the other half. A new ad account belonging to a private person starts with a daily cap of a few dozen dollars and grows it with spend history. An account under a partner's BM starts with no cap, because the platform's trust is inherited from the company. That is what is being sold: not an account, but the limit and the review speed from day one.
Who this makes sense for
- A budget from $1,000 a month. Below that a fee of 4–5% eats less than the time spent warming up accounts costs, but there is almost no gain either. Threasury puts this threshold in writing as a condition of entry.
- A grey vertical. Gambling, nutra, crypto and dating live for days on personal accounts. An agency account does not make them legal, but it moves part of the operational risk to a provider who has a replacement ready.
- A team. Once there is more than one buyer you need roles, a shared balance and spend tracking per account. Providers with a platform (RentAcc, AdSkill) cover that with an interface; the rest cover it with Telegram chat.
- Paying from Russia and the CIS. A personal card cannot be attached to Ads Manager, while USDT and payment from a company through an agency do work. The other route to the same result is NeCard virtual cards.
Who it does not make sense for: if you run white e-com on $300 a month, grow your own Business Manager in peace. An agency account is renting someone else's trust, and renting always costs more than owning — when owning works for you.

We compared the terms of sixteen providers, keep the table below current, and match an account to the job at hand: network, vertical, geo, monthly budget. What an agency account costs: fee, deposit, cashback
across 26 providersThe fee is taken either from the top-up or from what was delivered. The wording matters more than it looks: "5–20% of the top-up" at LuxAccs means the percentage is held straight away, and it will not come back with the money you never spent. Threasury and GDT count from the spend, and that is fairer when the remainder is returned.
What a sample of 26 RU-segment providers with any published figure shows: the median starting fee is 4.5%, the interquartile range is 4–5%, the spread runs from 2 to 10%, the ceiling is 20% at LuxAccs and 14% at ZaleyCash on Facebook. Minimum deposit: a median of $400, with the most common value being $500 — nine providers out of twenty-six. Cashback in the grey segment does not go above 3%: GDT gives 0.5% from $100,000 a month, 4x4 gives 3% from $50,000, Uproas up to 3% on its top plan.
The Western market has two models. A percentage with steps: Threasury starts at 3% and comes down to 1.5% from $200,000 of monthly spend, GDT from 4–5% to 1.5% from $450,000. And a subscription: from $150 to $3,000 a month at a zero fee on spend. Grey verticals add 2.5–5 percentage points on top.
Difference:
The market here is the median starting fee of 4.5% across 26 providers, taken on 15.09.2026. Your provider may charge 4% or 10%: count at your own rate, not at the median.
Separately about the bottom of the market. A fee below 2% does not appear publicly in the RU segment even once. In the West 1.5% does exist, but only at volumes from $200,000 a month or together with a subscription of $995 a month. If someone names you 1% with no turnover and no subscription, what you are paying for is not a credit line but where the account came from — and you carry the risk with it.

The matrix: network × vertical × payment
The provider answers for access to the account, the platform answers for what is allowed inside it. Mixing those two responsibilities is the most common mistake when choosing. Below: what each network demands on grey verticals, how it usually gets paid for, and who has it.

Agency ad accounts by network
The other networks have no pages of their own yet — there is almost no demand for them in search suggestions, and the terms are nearly the same everywhere. Snapchat is taken for gambling and betting by the same providers as Facebook. Bigo, Kwai and the in-app bundle (Unity, AppLovin, Moloco, Mintegral) come as one offer at Trust RDP, Profit Rental, RentAcc and Zenattica. Native — Taboola, Outbrain and MGID — sits with LuxAccs, Zmatic and Uproas, and there it runs into landing page review rather than into limits. Microsoft Ads, DV360 and Criteo are cheapest at Zmatic: DV360 from 2.5%. Telegram Ads, Yandex Direct and VK Ads live in the white circuit, where Let's Ads, AdSkill and aggregators with closing documents work.
How to pay: USDT, wire, card, Russian sole trader
Crypto is accepted by 21 providers out of 26 in the grey RU segment — eight out of ten. The standard is USDT TRC-20; [FBM] adds ERC-20, BEP-20 and TON, and LuxAccs works with crypto only and takes nothing else. Wire and Payoneer show up at the multi-platform ones, cards at the Western ones, and almost always with a markup.
Payment-method fees are a separate line of costs that rarely gets counted in advance: Zmatic takes 1% for wire, 3% for USDC and 3% for a card; GDT 1.5% for USDT and 4% for Wise; YeezyPay 1% for USDT. On a budget of $50,000 a month, the gap between wire at Zmatic and Wise at GDT is $1,500 a month for nothing.
Among the grey providers only [FBM] says payment from a Russian sole trader out loud; Profit Rental accepts payment from a company. A full set with VAT, acts and electronic document flow comes from white aggregators — eLama, Click.ru, GetUniq — but grey verticals are not there and will not be. We accept USDT and payment from a Russian sole trader.

Bans, limits and pre-moderation
Limits
"Unlimited" is a marketing word. The only public range on the whole market belongs to GDT: from $100 to $50,000 a day. Trust RDP names a lower bound — from $250 per account. The rest write "all accounts are unlimited" and set an internal ceiling for a new client, which they raise after the first week of spend. Ask for the figure in writing before the deposit. Pre-moderation
Providers split into two camps. [FBM] states it looks at neither creatives nor links. Let's Ads pre-moderates. Threasury and OrangeTrail check compliance at onboarding and refuse before issuing anything. Without pre-moderation you start faster — and you share a Business Manager with people nobody checked either. See pre-moderation and moderation.
Bans and the cascade
Agency accounts get banned. Less often than farm ones, but by the same rules: the platform checks policy, not the status of the owner. GDT answers the question "can the account get banned if I break Meta policy" with a short yes. A separate risk is the cascade: in Google a ban on the manager account extends to the linked sub-accounts automatically, and the trigger is sometimes someone else's debt at the MCC level. Appeals
The appeal to Meta is filed by the owner of the Business Manager, meaning the agency, not you. The window is 180 days, and for personal accounts the answer usually arrives within 48 hours. Zmatic and Let's Ads promise help with appeals outright, GDT gives three attempts and only then moves to returning the remainder.
Where your money sits once the account is blocked
3 placesThe phrase "we will transfer the balance" describes only a third of the situation. After a ban the money is physically in three different places, and the odds of getting it back differ a great deal.
Which is why one written question to the provider before the first deposit is worth more than any reviews: how the remainder is split between those three baskets, and how long it takes for the first one to come back. The timings the market names: [FBM] — a transfer in under a minute with no fee, LuxAccs — a replacement within 24 hours, Zmatic — a 30-day guarantee of a refund of the unspent amount on a suspend, GDT — three appeals, then a refund in 7–10 business days. Meta itself returns money in anything from a few days to a few weeks.
If the provider simply vanished, the platform will not help. Microsoft words such a request without illusions: they cannot restore access, transfer ownership or return the money, and you need to go to the partner agency. Meta and Google follow the same logic — your contract is not with them.
Agency, logs, trusted, farm: a checklist of differences
What gets sold as an agency account most often is "logs" — access to someone else's personal account. You can tell them apart before paying, by four signs.
- Billing. An agency account has no card attached and no history of someone else's transactions. There is exactly one payment method: the credit line. A card in the billing settles the question.
- Fan Page. If the page comes bundled and you cannot connect your own, that is a package, not a dedicated ad account.
- Pixel. Admin access to the pixel in an agency account is usually not given, and the seller sets up the events. But "only we will set it up and you will not see the access" should not be there either.
- Environment. A real agency account works with any antidetect browser and any proxy. "RDP only" and "only from our geo" are a way to keep you from looking inside.

Renting an account breaks no law, but it does break platform policy. Meta forbids buying and selling accounts outright — and that is exactly why access to an agency account is granted by sharing inside Business Manager rather than by "handing the account over".
How to check that a provider really is a Meta, Google or TikTok partner
Partner status is checked in the platform's public directory in a minute. A screenshot of a badge in a deck is not a check: ask for a link to the listing in the directory.
Three more things that need no directory. The company and the address: TECH4YOU INC is registered in Tallinn with an office in Warsaw, ScroogeFrog answers from Estonian and Singaporean numbers, Adhunt works out of Hong Kong. Reviews with text in them rather than stars alone: AdRevival has 4.6 on Trustpilot from 75 reviews, and the text says tickets hang unanswered for days and replacement times are never named. And time on the market: ScroogeFrog has held its domain since 2005, AdWin claims more than five years, YeezyPay more than three.
The reverse sign of seriousness is when a company is demanded of you. Threasury does not work with private individuals at all, and Zmatic asks for "company details and billing, without the passport theatre". A provider who is happy with a Telegram handle is saving more than your time.
Eight red flags of a provider
8A story of its own is the black market in Business Managers. The Tech Transparency Project found 110 Facebook groups with 531,000 members where BMs are sold "with a prepaid balance" and "with cards attached". Those are hacked accounts; the report holds no evidence that Meta is doing anything about it.
What the platforms say about gambling: quotes and dates
"The provider takes gambling" and "the platform allows gambling" are different statements, and the second does not follow from the first.
Online gambling advertising is allowed only after the ad account has been granted permission.
Since July 2025 the permission is granted through Permissions & Verifications and tied to a specific Business Manager and a specific ad account — it does not travel with you to a new account. Gambling is not supported in 18 markets, among them India, Indonesia, Vietnam and Thailand. On 23.02.2026 social casino advertising was separately banned in 19 more markets.

Affiliates may show ads, but the site itself must not provide gambling services. Wrong details in the application lead to suspension, and linked accounts are blocked automatically at creation — that is the cascade from the MCC down to the sub-accounts.

In practice real-money operators do not get through: there are no exceptions for operators. An agency TikTok account in the CIS is taken for e-com, apps and other non-gambling verticals.

Questions and answers
18What is an agency ad account?
An ad account inside the Business Manager, MCC or Business Center of an agency that holds partner status with the platform and a registered company. The agency pays on its credit line and you get access by sharing. That is where the limits without warm-up come from — and the fact that the asset is not yours.
How is an agency account different from an ordinary one?
In your own Business Manager you own the pixel and the audiences, but you raise the daily limit yourself and carry a ban in full. In an agency account there is no ceiling from day one and a ban gets you a replacement, but the pixel and the history live in the provider's BM.
How is an agency account different from a trusted one or a farm one?
By where the trust comes from, and by the billing. Trusted and farm accounts are a warmed-up private person with a card, and the trust is earned by spend history. An agency account leans on the history of a partner company, and the payment method is a credit line, not a card.
How do you tell an agency account from logs?
Look at the billing: an agency account has no card attached and no history of someone else's transactions, and the payment method is one — a credit line. What should worry you is a paired Fan Page you cannot replace, a refusal to give admin access to the pixel, and a demand to work only over RDP from their geo.
Can you get an agency account on your own?
Through a partner program — in theory yes. With Google that means an optimization score from 70%, $10,000 of spend over 90 days and certification for half the strategists; Meta wants a verified company and volume, and users from Russia have been excluded from the program since 2022. It is simpler to open an MCC and work on monthly invoicing, if the platform approves you.
How much does an agency account cost?
The median starting fee on the RU market is 4.5% across 26 providers, the interquartile range is 4–5%, the spread runs from 2 to 10%, and the top reaches 20% at LuxAccs. On the Western market it is either a percentage of 0.5–5% with steps by spend, or a subscription of $150–3,000 a month at a zero fee.
Is the fee taken from the top-up or from the spend?
More often from the top-up — that is how LuxAccs and YeezyPay word it. Threasury and GDT count from the spend. The difference shows up when the remainder comes back: the fee on money you never spent has already been taken.
What is the minimum deposit on the market?
The RU median is $400, and the most common figure is $500 (9 providers out of 26). From zero at Rentino to $2,000 at Caden. Our $200 is half the median; only seven providers in the sample go lower than we do.
Are there hidden charges?
Yes, payment ones. Zmatic: wire 1%, USDC 3%, card 3%. GDT: USDT +1.5%, Wise +4%. YeezyPay: USDT +1%. This is Fine also charges $10 per ad campaign. Count them before you sign, not after.
Can you pay from a Russian sole trader or company?
Among the grey providers only [FBM] says the Russian sole trader option out loud; Profit Rental accepts payment from a company. The full set of closing documents with VAT and electronic document flow sits with the white aggregators eLama, Click.ru and GetUniq, but grey verticals are not there.
What happens to the balance if the account gets banned?
Meta returns the unspent part to the account's payment method, meaning to the agency. The contract decides the rest. Timings on the market: [FBM] — a transfer in under a minute, LuxAccs — a replacement within 24 hours, Zmatic — a 30-day refund guarantee, GDT — three appeals and a refund in 7–10 business days.

Can you run gambling from an agency account?
On Meta — only if that particular BM and ad account hold an authorization for the market you need. Google wants certification and a local licence. On TikTok real-money casino is effectively closed. AdWin, LuxAccs and RentAcc take gambling; Threasury and OrangeTrail do not.
How fast is an account issued?
From 30 minutes (Rentino, onboarding at GDT) to 2–3 days (Zmatic). Of the 14 providers that named a timeframe, nine fit inside a day. We come back with a match in 30 minutes; the account itself takes 1–3 days.
Do you work with Ukraine and Kazakhstan?
