Who this is for

Virtual cards for ads are cards you use to pay for ads on Facebook, Google and TikTok when a personal bank card stops going through. The ad network reads the card by the first digits of the number — the BIN — and knows the country, the bank, the currency and whether the card is prepaid or debit before the first charge. A personal Russian or CIS card on an account registered in the US or EU is an instant mismatch, and Facebook answers with Risk Payment. A separate card per ad account isolates the risk: a ban on one account does not drag the rest with it.

Of the 25 providers on the market, only 10 keep full pricing on their site; another 6 show no figures at all — you learn them "from a manager". Individual terms on cashback and an issuing discount get discussed in the application.

What a card really costs

"From 3%" on a landing page is only the first layer. The real rate is made of five: topping up the balance, issuing cards, the monthly fee, the fee on a charge and FX on cross-currency spend, minus cashback. Not one of the 26 competitor landing pages we went through publishes a total-cost calculator. Enter your monthly spend and the number of cards — we will count it against the providers' published prices.

The coefficients are published prices as of 15.09.2026 (the "Comparison" section below). The decline rate is taken as 2% of attempts at an average ticket of $50 — that is a "good" BIN; a burnt-out one gives 30–40% and adds up to another half a percent to the rate. FX is counted on the share of cross-currency spend you set. Cashback is included where it is stated. This is a model, not an offer from the providers.

A BIN passport: bank, country, approval

A BIN is the first 6–8 digits of a card number. From them the ad network sees, before the charge, the issuer, the country, the currency, whether the card is prepaid or debit, consumer or commercial — and from the fingerprint, how many ad accounts already sit on that number. When hundreds of grey-vertical accounts run through one BIN, antifraud raises the risk on the whole range, and every holder catches declines, the clean ones included. That is how a BIN "burns out".

Providers show a "50+ BINs" counter and a region, but nobody discloses the issuing bank behind a BIN — 0 of 26 landing pages. We are doing it differently. As the direct bank programmes come online, every BIN gets an open passport in this format:

Declines, holds and freezes: what happens and what we do

Why a decline happens

  • Geo mismatch. The BIN country does not line up with the account country, the IP or the billing address — Facebook answers with Risk Payment.
  • A prepaid BIN. Google will not take prepaid for automatic charges, Microsoft only on prepay accounts.
  • A burnt-out BIN. A range hundreds of ad accounts have run through; approval falls below 60–70%.
  • The ad account itself is limited. If the network asks for another payment method after a rejection, usually it is the account being cut, not the card.

What we do on a freeze

  • A Facebook hold. 50% of the held amount goes back to the balance at once — working capital does not sag.
  • A freeze by the issuer. The money moves to the shared balance, free, with no "write to support and wait".
  • A decline. 0 per attempt and no threshold on the decline rate.
  • A refund from a closed card. To the shared balance, 0.

The pattern is always the same: a 14-day payout term in the terms of service is the market norm; a block for a high decline rate is the provider protecting its BIN at the user's expense; a block "with no explanation" while money sits on the balance. The client has little leverage, because there is usually no contract with a legal entity and the issuer sits offshore. The terms: decline, hold, Risk Payment, chargeback.

Who has closed since 2022

A card provider is a shopfront over a chain: BIN sponsor → issuer → processor → network. Any link drops out in a day: Wirecard went down in four days, PayrNet lost its licence for good. A balance held at a provider is an unsecured claim against an unlicensed intermediary. Between 2022 and 2026 at least seven services disappeared from our sample:

TRC-20 is taken by every live provider, ERC-20 by roughly half; the TRC-20 network fee is usually under $1, ERC-20 runs $3–15. Common questions

Why does Facebook reject a card when you attach it?

Meta and Google list the same official reasons: wrong details, expired card, not enough money, transaction limit, a bank block on internet payments. Media buying cards add their own: the BIN country does not match the ad account country, a prepaid BIN, a burnt-out BIN, or the account itself is restricted. If Meta asks you to “try a different payment method” after a decline, usually the account is limited, not the card. The order to check: card currency = account currency, $1.01 on the card for the hold, attach from a proxy in the card country, then another BIN at the same provider.

Can you run many ad accounts off one card in Facebook?

Meta writes it itself: “we limit the number of accounts a payment method can be used on”. Practice is unanimous — one card per account, because a ban on one drags the rest along through the shared payment method. The reverse is fine: two cards on one account, a main one and a backup. That is what bulk issuing is for.

What is the $1.01 hold and when does the money come back?

A temporary authorization Meta uses to check a new card, not a charge. Per the help it is released “typically within 3-5 business days”. Google tests $1 on virtual cards and does not take it, TikTok charges at least $10 on automatic payment and returns it within 15 days. At NeCard 50% of the amount Facebook holds goes back to the balance at once, so holds do not eat into working capital.

Is KYC required?

Here the first card needs the minimum check, and a large turnover goes through the standard Sumsub procedure. The market ranges from email only (Flexcard, Combo Cards, AdsCard) to a full pack with an interview (Brocard). The separate trouble is KYC after the fact: e.PN brought it in during spring 2026 with no warning, and money was held until you passed it. Do not park more at a provider than you are ready to have frozen for a month or two.

What do you do if a provider freezes your balance?

You have little leverage: usually there is no contract with a legal entity, and the issuer sits offshore. What worked in the 2025–2026 cases: a public review on partnerkin or Trustpilot, where providers do answer; escalation through Telegram support and through the affiliate network whose referral activated the account. A 14-day withdrawal term in the terms of service is the market norm at several services, not a glitch. At NeCard a freeze by the issuer returns the money to the shared balance with no fee.

Which BINs are better for Facebook — US, UK, EU or Hong Kong?

There is no single best BIN in open sources. Providers and reviews agree on tier-1 (US, UK, EU); BlackHatWorld threads say US BINs attach more often, while EU BINs hold up better over time. What decides it is the whole chain matching: BIN country → IP → billing address → account language → time zone. Hong Kong is offered by AdsCard, Brocard and Multicards as the Asian alternative, with no separate stats behind it.

How should you top up with USDT — TRC-20 or ERC-20?

TRC-20 is taken by all 14 live providers in the table, ERC-20 by roughly half. The network fee on TRC-20 is usually under $1 and confirms in about 3 seconds; ERC-20 runs $3–15 and 12–30 seconds depending on how loaded Ethereum is. NeCard takes both networks at 1%, credited within a minute, deposit from $250. The provider top-up fee is a separate line, and at 4 of the 25 services “0% on deposits” turns into 4–5% at the next step.

How is prepaid different from debit for ad networks?

By the product type baked into the BIN. Google: “Google does not accept prepaid cards for postpay” — on automatic charges prepaid is rejected. Microsoft takes prepaid only on prepay accounts. Meta never mentions the word “prepaid” in its rules, but buyers report prepaid BINs being cut as high risk. That is exactly why media buying providers issue cards on debit and commercial BINs.

Do you need 3DS for ads?

TikTok asks for it outright: “Make sure your card supports 3D Secure Verification”. On cards from EU issuers 3DS pops up under PSD2 at attachment and on the first charge. Facebook does not require 3DS, and some providers sell cards without it specifically for FB. 3DS gets in the way when the code goes to the owner's phone while the card sits with a buyer in another time zone. NeCard sends 3DS codes to a Telegram bot.

What does a card really cost — what is inside that “3%”?

Five layers: topping up the balance (0–6.7%), issuing ($0–5, at Digitas $35–50), a monthly fee ($0–16/mo), a transaction fee (0–5%), declines and FX ($0–0.75 per rejection, 1–3% conversion). The Affpaying test on real spend: Brocard 7–8%, PST 2% on the team plan, Capitalist 11.2%. Run your own volume through the calculator above instead of trusting “from 3%”.

What is a “burnt-out” BIN?

A BIN is the first 6–8 digits of the number, and from them the network knows the issuer, country, currency and prepaid/debit before the charge. A vc.ru review (25.08.2026) advises against taking a BIN whose share of successful transactions over a month is below 60–70%. Do they charge for declines on a closed card?

Closing a card does not stop the merchant: Facebook keeps billing the saved token, the attempts arrive and get declined. Brocard charges $0.50 per attempt (up to $15 on a blocked card), Combo Cards $0.50, Pay2.House $0.25; at 16 of the 25 providers declines are free, but four of them switch the fee on once the DR goes above 10–20%. At NeCard declines are 0 with no threshold. Buyers advise pulling the card out of billing first and closing it after.

Can a card get an ad account banned?

Yes, through three mechanics: a burnt-out BIN, a mismatch between card country and account country (Risk Payment), and accounts linked through one card. Google formalises the same thing in its policy: “several new credit cards, payments declined or chargebacks” is a sign of suspicious activity. The card being virtual is not a ban factor by itself; the BIN and the usage pattern decide.

Is it open to a sole trader or an individual from Russia, Belarus or Kazakhstan?

Specialist providers register individuals from Russia, Belarus and Kazakhstan; no legal entity is needed, because the card is the provider's own corporate card and the client is only a user. The “white” fintechs are shut: Payoneer does not issue cards to Russian addresses, Wise wants EU residency, Mercury bans Russia, Belarus and Ukraine. NeCard works with CIS legal entities: wire through partners, USDT directly.
