Facebook (Meta Ads) agency ad account: providers, fees, limits and a replacement after a ban
Facebook carries the bulk of the demand for agency ad accounts in the Russian-speaking market. Below: who hands out Meta accounts, at what price, with what limits, and what happens to the balance when the account does get blocked after all.
What a Facebook agency ad account is, and how it differs from an ordinary one
A Facebook agency ad account is an ad account inside an agency's Business Manager, not inside yours. The wording that goes around the market runs like this: "agency accounts on Facebook are a Business Manager, only a good one, trusted and verified". It is right by feel and wrong on the mechanics: the point is not that the BM is good, but whose company pays Meta. The same product gets searched for as a Facebook agency account and as renting a Facebook ad account — those are one and the same thing: access to someone else's Business Manager for a fee.
The agency pays on a credit line — in Meta's terms, monthly invoicing. The line goes only to a company Meta can confirm through state registries, with financial control over a portfolio and a spend history. The agency shares the line with clients: partly, as a fixed sum, or in full. Responsibility for non-payment stays with whoever opened the line — which is why you are charged in advance, not the other way round.
The practical consequence for a buyer: there is no daily cap from day one, because the limit is inherited from the company's history. Your own account would have started at $50 a day and grown for weeks. The second consequence is that the asset is not yours. The pixel, the audiences and the spend history live in the provider's Business Manager, and admin access to the pixel is usually not granted: the seller sets up the events. Moving to another provider, you will most likely leave the data behind.
And a third thing the landing pages do not mention: on 1 April 2026 Meta moved the large advertisers it had notified onto invoicing and direct debit, and those who had not switched had their ads paused. Agency accounts came through that change precisely because invoicing was their main mode all along.
Price: fee and deposit on Facebook
Meta carries the tightest price range on the market, because supply here is at its highest. The public figures: Zmatic — from 4% on Meta, Let's Ads — from 4%, AdWin — from 4%, LuxAccs — 5–20% of the top-up, GDT — 4–5% at entry dropping to 1.5% at spend above $450,000 a month, Threasury — 3% at the start and 1.5% from $200,000, Zenattica — 1–6% plus $149.99 a month if monthly spend is below $5,000.
Those who do not publish a price still name one — only in chat, and by the reviews it is not fundamentally different: [FBM] comes up as 3–10%, AdWin as 4–9%, KAIF as 5–10%, ROI-CRAFT as 7% at the start. The median starting fee across the whole sample of 26 providers is 4.5%.
Deposits: $500 at [FBM] and AdWin, $300 at Let's Ads, $200 at GDT, zero at Rentino. The most common figure on the market is $500, set by nine providers out of twenty-six. Our minimum deposit is $200.
Payment markups come on top of the fee, and they rarely get counted: at Zmatic wire costs 1%, USDC 3%, a card 3%; at GDT USDT costs 1.5% and Wise 4%. On a budget of $50,000 a month the choice of payment method costs more than half a percentage point of fee.
Limits, pre-moderation and Meta tiers
Every provider writes the same thing about limits: "all accounts are unlimited". There is one verifiable range on the market — GDT names a band from $100 to $50,000 a day. Trust RDP marks a lower bound: from $250 per account. The rest set an internal ceiling for a new client and raise it after the first week of spend, but they only give the figure in chat. Ask for it in writing before the deposit.
The internal Meta tiers — Bronze, Silver, Gold, Platinum — are described by providers, not by Meta: officially no such gradation is published. Uproas describes it as a scale by spend and compliance and claims that agency BMs live on the upper steps. There is no way to check that from outside, so tiers like these do not go into our table.
Pre-moderation splits the market in half. [FBM] states plainly that it looks at neither creatives nor links. Let's Ads pre-moderates. Threasury checks compliance at onboarding and refuses before issuing an account. No pre-moderation speeds up the start — and it means you are sitting in one Business Manager with people nobody checked either. That is not theory: a ban at the manager level extends to linked accounts.
Almost nobody promises a number of accounts in advance. Let's Ads writes "not limited", and Threasury puts it more honestly than anyone: it depends on spend history and on how you follow policy.
How access is granted, and how fast
Access comes in three ways: an invitation into Business Manager for your own login, a shared ready profile in an antidetect browser (Dolphin, AdsPower, Vision), or handing over the cookies to a profile. The first is cleaner: you see the structure of the account and work from your own environment. Zmatic includes a proxy and an antidetect profile in the package.
Timings: Rentino promises 30 minutes, [FBM] says "if not at once, then within two hours", LuxAccs from an hour, Let's Ads a day after the deposit is confirmed, Zmatic two to three days. Of the fourteen providers that named a timeframe, nine fit inside a day.
A demand to work only over RDP and only from their geo is a red flag. A real agency account lives with any antidetect browser and any proxy, and the restriction usually means they do not want to show you what is inside. The second sign of the same kind is a Fan Page that comes paired with the account and cannot be swapped for yours.
Payment: USDT, wire, card, Russian sole trader
Crypto is accepted by eight providers out of ten in the grey segment. The standard is USDT TRC-20; [FBM] adds ERC-20, BEP-20 and TON, plus BTC, ETH, USDC, wire, Payoneer and payment from a Russian sole trader. LuxAccs works with crypto only. Threasury takes no crypto at all: bank, Wise, Payoneer, and a company on the client side is mandatory.
Topping up an account takes minutes at most providers: [FBM] claims instant crediting round the clock, GDT five minutes, Zmatic within an hour. Going into the red on billing will not work: the accounts are prepaid, and [FBM] answers this in its FAQ outright — there is no billing as such.
If you do not need an agency account but you do need to pay for ads, virtual cards close the same question: NeCard, topped up in USDT, with BINs meant for ad platforms.
Bans, replacements and what happens to the balance
Facebook agency accounts get banned. Less often than farm ones, but by the same rules — Meta checks policy, not the status of the owner. A replacement is part of the service almost everywhere; what differs is the timing and what happens to the money.
After a ban the money sits in three places: part on the provider's internal balance, part already loaded into Meta, part delivered but not yet invoiced. It comes back differently. Meta hands the unspent remainder to the account's payment method — that is, to the agency — and your contract decides the rest. What was delivered and never invoiced never comes back.
The timings the market names: [FBM] — a transfer to a new account in under a minute and with no fee, LuxAccs — a replacement within 24 hours with the balance carried over, Zmatic — a 30-day guarantee of a refund of the unspent amount on a suspend, plus help with the appeal, GDT — up to three appeals, then the remainder back in 7–10 business days. A provider whose answer to this question is one line, "we will transfer it", owes you nothing.
The appeal to Meta is filed by the owner of the Business Manager, meaning the agency. The window is 180 days. And separately: the gambling permission, if there was one, does not carry over to the new account — since July 2025 it has been tied to a specific BM and a specific ad account.

How do you tell an agency account from a log?
In an agency account the billing has no card and no history of someone else's transactions — only a credit line. The Fan Page has to be connectable as your own, and a demand to work strictly over RDP from someone else's geo means they do not want to show you what is inside the account.
