Virtual cards for Facebook Ads: BINs that go through, holds and declines
Cards for Facebook are picked by BIN, not by brand. Facebook (Meta) reads the card by its BIN and knows the country, the bank and the currency before the first charge. A personal Russian or CIS card on an account registered in the US or EU is an instant mismatch and a Risk Payment. Below: what cards Meta accepts according to its own documentation, which BINs go through, and what to do about the $1.01 hold and a decline.
What cards Facebook Ads accepts
Meta lists American Express, Discover, Mastercard, Visa, JCB, PayPal and a bank account among accepted methods. The word “prepaid” is absent from the rules entirely — neither banned nor allowed; in practice prepaid BINs get cut as high risk, which is why media buying providers issue cards on debit and commercial BINs. Two hard requirements come from the help pages word for word.
“Your ad account's country and currency must match the country and currency of the payment method”
The account currency is fixed at creation and never changes. A EUR card will not attach to a USD account — you need a new account or a card in the account currency. The second rule is about how many accounts one card can serve:
“we limit the number of accounts a payment method can be used on”
Hence the rule “one card, one ad account”: a ban on one account drags the rest along through the shared payment method. The reverse is fine — a main card plus a backup on a single account.
BINs and countries for Meta
There is no single best BIN in open sources. Providers and reviews agree on tier-1 — the US, UK, EU; BlackHatWorld threads note that US BINs attach more often, while EU BINs hold up better over time. What decides it is not the Visa or Mastercard brand but the chain matching: BIN country → IP → billing address → account language → time zone. Hong Kong as the Asian alternative comes from AdsCard, Brocard and Multicards. NeCard states 50+ BINs across six countries of issue: the US, UK, EU, Hong Kong, Colombia, Estonia.
A “burnt-out” BIN is a range hundreds of ad accounts have passed through; approval drops below 60–70% and every holder catches declines. A vc.ru review (25.08.2026) advises against taking one. The NeCard BIN passport shows approval over 30 days so nobody has to guess.
The $1.01 hold and the first charge
When you add a card, Meta places a temporary hold to check it:
“This $1.01 is a temporary authorization to validate your credit card”
It is released “typically within 3-5 business days”. On a virtual card with a zero balance the hold fails, and that is already your first decline, so keep a small cushion on the card for attachment. At NeCard 50% of the amount Facebook holds goes back to the balance at once.
The spend limit on a new ad account grows from $25–50 towards $250 and higher as the payment history stays clean — in the first month the card takes small, frequent charges, which is normal warm-up.
One card, one ad account
Meta links ad accounts through the payment method. One burnt or blocked account drags the others with it if they sit on the same card, so the market rule is strict: a separate card per ad account. The reverse pairing is allowed and even useful — a main card plus a backup on one account; Meta itself suggests adding a secondary payment method, and when the primary one fails the charge goes to it without stopping campaigns.
Hence the demand for bulk issuing. A team of 20 buyers with two or three ad accounts each means 40–60 cards to issue, fund and hand out by role. NeCard gives the first 100 cards free, $1 per issue after that, bulk issuing through the API in seconds and card transfers between buyers when the team rotates. A provider where a card costs $2–5 and comes one at a time through a manager loses at that volume on both money and time.
Risk Payment and warming up an account
Risk Payment is a block on operations with the payment method attached to the account. The triggers are the same as for a decline: card geo not matching the account, a flagged or reused card, a fresh account with no history. The fix is not a new card but the whole chain lining up — BIN country, proxy IP, billing address, account language and time zone — plus letting the account sit before you attach anything.
Meta raises the spend limit on a new account in steps as the payment history stays clean: secondary write-ups quote the series $25 → $50 → $250 → $500 → $1,000 → $2,500. Meta publishes no official figures, but it confirms the logic on its payment threshold page: “As you make successful payments the payment threshold may be raised”. For the card that means frequent small charges in the first week and a cushion to cover them. Reviews suggest running a $20–30 test transaction at a new provider before you move real budgets there.
Why Facebook rejects a card and what to do
The official reasons in the Meta and Google help pages match: wrong details, an expired card, not enough money, a transaction limit, a bank block on internet or international payments. Media buying cards add a geo mismatch, a prepaid BIN, a burnt-out BIN and the state of the ad account itself.
The wording of the rejection tells a card problem from an account problem. If Meta asks you to “try a different payment method”, usually the account is limited rather than the card, and swapping cards will not help. The order buyers follow: check that the card currency matches the account currency and that there is a cushion for the $1.01 hold; let the account sit for a couple of hours before attaching; attach from a proxy in the card country; try another BIN at the same provider; add the card through Business Manager rather than the quick interface.
Do not file a chargeback against Meta: a dispute through the bank almost certainly kills the ad account and often the whole Business Manager, and Google treats a chargeback as a direct sign of suspicious payments. A disputed charge gets contested inside Meta, through the billing form with a transaction ID and a statement. After an account ban, pull the card out of billing first and close it after, so declines do not pile up on the saved token.

How to attach a virtual card to Facebook Ads

What cards does Facebook accept?
