Curaçao's Gaming Control Board granted Stake operator Medium Rare N.V. a gambling licence in June 2025 while still unable to confirm who owned the company, leaked regulatory records show.
The licence was issued conditionally on 9 June. Medium Rare's application named Mladen Vuckovic as sole beneficial owner and CEO, but regulators noted that Ed Craven and Bijan Tehrani are publicly identified as Stake's founders, with no disclosure of their ties to the operator in the filing. The regulator gave Medium Rare five weeks post-issuance to explain its relationships with Craven, Tehrani and several linked entities: Easygo, Primedice, Sweepsteaks, Mebit d.o.o. and Well Done STK. It also required disclosure of agreements covering use of the Stake brand and the Stake.com domain.
An internal report stated: "The true beneficial ownership of the applicant and its links to EC, BT, Easygo, Primedice, Sweepsteaks and Well Done STK are unclear." The licence was granted anyway, subject to conditions.
Berlin-based researcher Lilith Wittmann obtained the documents after breaching Gaming Control Board systems. The material was published on 22 September as part of the Casino Secrets project with Follow the Money. The regulator has not disputed issuing licences before ownership questions were resolved, telling Follow the Money it chose not to enforce all requirements immediately but to allow companies time to comply step by step.
