Licensed gambling operators gain access to YouTube homepage ads after Google policy update

Google will let licensed online gambling advertisers run YouTube Masthead campaigns from October 21. The placement sits at the top of the YouTube homepage, plays without sound, and is usually the first thing a visitor sees. Its look changes with the device.

Certification first

Access is conditional. An operator needs certification under the Gambling and games policy and a licence or permission for every region it targets. The move follows a September 14 update to the certification process: 'good policy health' checks that Google had applied in selected gambling markets since March 2026 now cover all Gambling and Games policy categories. Certification has to be obtained and kept current before campaigns go live. Accounts that fail the check can lose ad access, and certificates already issued can be revoked.

The timing is awkward. Campaigns against gambling advertising have hardened in the UK, Australia and the US. Google took the revenue source anyway — gambling is a sector with heavy marketing budgets. For licensed operators the Masthead buys reach against an illegal market that runs into billions of dollars across Europe, America and other regions. Regulators are routinely accused of feeding that market; critics point to a mismatch between regulation and commercial incentives that costs the legal sector visibility. Google's update hands some of it back, to millions of users.

Meta's opposite tack

Meta, which owns Facebook and Instagram, has gone the other way. Operators and regulators, the UK Gambling Commission among them, say it does too little about illegal gambling ads on its platforms. The argument reached court in the Netherlands, where the trade association VNLOK summoned Meta. Licensed operators should check their creatives and geos against the certification rules before October 21.
