NePartners rules
Short, and with no small print. The rules live in the code rather than in the text: what is written here is what the crons check.
Traffic
allowedAny source you named in the application for the offer: search ads, social, SEO, Telegram, streams, ASO, push, in-app. Sources filled in mean auto-approval; left empty, the application goes to manual review.
not allowedBrand bidding without the advertiser's permission, incentive traffic, cookie stuffing, iframes and redirects from other people's sites, traffic from a geo where the operator holds no licence.
linksA link is issued for the pair affiliate × offer, and sub1…sub5 are written into the stats. Clicks from a single IP with a bot signature never reach the report.
Fraud
leadsThe advertiser approves or rejects a lead before the hold runs out, with a reason. Silence past the hold counts as approval.
disputeA disputed lead is reviewed by a moderator against clicks and postbacks. One decision binds both sides and is not reopened.
blockConfirmed fraud means the account is blocked and the disputed leads go unpaid. Everything else that already cleared the hold stays yours.
Licence and geo
An offer opens for a geo only under that geo's regulator. Other geos carry the note "licence not for this geo" in the offer passport.

The map is a working product hypothesis, not a legal fact: the owner approves it, and a lawyer checks it before the first offer.
The trust passport cannot be bought
barAn advertiser passes with a trust grade no lower than C and a licence carrying a confirmed check date. Below the bar, the answer is no, with the reason.
dataThe grade, the licence and the complaints are computed by the NeBlask and NeRating crons. The advertiser has no page for editing the passport, and the program's tables have no write access to the analytics.
pauseGrade drops below the bar or the licence expires — the offer is paused automatically and the owner is notified.
rankNeBlask and NeRating listings know nothing about advertisers. The one paid ranking on the portal is NeTOP, and it says so.
