Context

Mexico is Latin America's second-largest market by population (128 million, ~100 million internet users). Online gambling is de facto grey: SEGOB (Secretaría de Gobernación) issues licenses for land-based casinos and betting, but there is still no separate regime for online operators.

Despite legal uncertainty, the largest international brands are actively operating in the market. According to NeBlask, 86 tracked brands are present in Mexico — more than in most regulated European markets. Demand is growing steadily.
