Ukraine military personnel to be barred from gambling

Regulator PlayCity has launched a tender to build a system that will automatically verify player status and block military personnel from accessing gambling platforms. The system will integrate with Trembita, the state data-exchange platform that links government databases.

The mechanism will cross-check users against the national register of individuals barred from gambling, then against the Ministry of Defence personnel database. After a contractor is selected, PlayCity and the Ministry will run joint testing through 24 December before the system goes live.

PlayCity replaced the previous regulator KRAIL in 2025. KRAIL had been in operation since 2020, following the legalisation of gambling in Ukraine, but was dissolved by President Volodymyr Zelensky because of the war — mobilisation had affected key staff.

In its first year PlayCity identified millions of pounds worth of operator violations that had accumulated under KRAIL. The regulator also launched a state online monitoring system for licensed sites and secured agreements with Kick and YouTube to tackle unlicensed-operator advertising targeting Ukrainian audiences.
