Chile's state-owned gambling company Polla Chilena de Beneficencia has filed a criminal complaint against online betting operators, accusing them of unauthorized casino and lottery operation, money laundering and criminal association. The Fourth Santiago Guarantee Court admitted the complaint for processing on August 21.
Named operators
The filing lists Estelar Bet, Coolbet, Betsson, Betano, Jugabet, 1xBet, Micasino, Rojabet, Novibet, LatamWin and Juega en Línea. Prosecutors are to establish the criminal liability of both individuals and legal entities.
What Polla Chilena alleges
Polla Chilena says the platforms target the Chilean market deliberately. Residents can register, deposit and withdraw through local payment services, and receive promotions built for the domestic market. The operators also run advertising campaigns and hold sponsorship contracts with sports organisations.
The complaint states the platforms use payment mechanisms to collect funds from Chile, convert them into bets, pay out winnings and move money to related structures. Polla Chilena asked for the origin, movement and destination of funds to be traced, including bank records, accounts and ultimate beneficiaries. A separate request covers contract and transaction data from payment providers.
The state company says that information could expose schemes to conceal where funds come from, which it qualifies as money laundering. The filing also seeks to establish whether a permanent organisation with a structure, hierarchy and divided duties existed to commit the crimes.
Polla Chilena noted the operators keep trading and advertising despite court rulings on illegal online betting, including a Supreme Court decision from September 2025. It asked police to interview those named, obtain from Transbank details of contracts with Betsson, Coolbet, Betano and LatamWin, and request data from the Financial Market Commission, the Financial Intelligence Unit, the tax service and the telecommunications regulator.
