Three land-based casino operators owned by Rank Group — Grosvenor Casinos Limited, Grosvenor Casinos (GC) Limited and Gaming Group Limited — will pay £5m following a Gambling Commission investigation. The regulator found systemic failures in anti-money laundering controls and safer gambling obligations. The operators run 51 casinos across the UK.
The full settlement goes to the Government's Consolidated Fund. The companies must also undergo an independent audit of their AML and safer gambling procedures.
What the regulator found
On AML: inconsistent decisions on higher-risk customers, vague internal policies that let high-risk players be assigned lower risk ratings, no enhanced due diligence even where the operators' own rules required it, and suspicious funds allowed through without proper checks.
On social responsibility: one customer lost £50,000 with no interaction. Another won around £260,000, then lost roughly £250,000 over 12 days — no record of engagement. A third returned after self-exclusion and lost £25,000 before the operator intervened.
Sue Young, executive director for operations at the Gambling Commission, said large penalties are usually associated with online, but AML and safer gambling risks apply just as much to land-based operations. She recommended that all retail casino operators review this case and check their own procedures to avoid similar enforcement action.
