Context

Before 2021, online gambling in Germany was tightly restricted and de facto grey (with the exception of the state of Schleswig-Holstein). GlüStV 2021 introduced a unified licensing regime for all 16 federal states. The regulator — GGL (Gemeinsame Glücksspielbehörde der Länder) — became fully operational in 2023.

Germany is the largest EU market in NeBlask by demand after the UK. Notable feature: high share of brands with dual licensing (MGA + GGL).
