create-github-issues-for-unmet-specification-requirements — skill
This skill finds unimplemented requirements in a specification and turns them into GitHub Issues. Use it when code needs to be checked against a spec.
npx skills add github/awesome-copilot --skill create-github-issues-for-unmet-specification-requirementsWhat create-github-issues-for-unmet-specification-requirements does
The skill takes a specification path through ${file}, extracts its requirements, and checks the codebase against them. It looks for related code patterns, checks whether each requirement is fully or partly implemented, and reviews related files in /spec/.
Before opening a task, it searches existing GitHub Issues with search_issues to avoid duplicates. It then calls create_issue for each unmet requirement and uses the feature_request.yml template, falling back to the default template. Each issue includes the requirement ID, description, implementation guidance, and acceptance criteria, with feature and enhancement labels where appropriate.
Install it when your project follows specification files and missing work should become trackable GitHub Issues. For a small one-off review, manual checking may be simpler.
What it helps with
- find requirements that are missing from the codebase
- check whether a requirement is only partly implemented
- match specification requirements to existing GitHub Issues
- open one issue for each unmet requirement
- add implementation guidance and acceptance criteria to issues
Example prompts for the agent
- Check `${file}` and create GitHub Issues for every unmet requirement.
- Compare the requirements in `${file}` with the codebase, then use `search_issues` to find duplicates.
- Create issues with `feature_request.yml`, including the requirement ID and acceptance criteria.

# Create GitHub Issues for Unmet Specification Requirements
Create GitHub Issues for unimplemented requirements in the specification at `${file}`.
## Process
1. Analyze specification file to extract all requirements
2. Check codebase implementation status for each requirement
3. Search existing issues using `search_issues` to avoid duplicates
4. Create new issue per unimplemented requirement using `create_issue`
5. Use `feature_request.yml` template (fallback to default)
## Requirements
- One issue per unimplemented requirement from specification
- Clear requirement ID and description mapping
- Include implementation guidance and acceptance criteria
- Verify against existing issues before creation
## Issue Content
- Title: Requirement ID and brief description
- Description: Detailed requirement, implementation method, and context
- Labels: feature, enhancement (as appropriate)
## Implementation Check
- Search codebase for related code patterns
- Check related specification files in `/spec/` directory
- Verify requirement isn't partially implemented
