Windsurf went to Cognition and is now called Devin Desktop in the docs: docs.windsurf.com redirects to docs.devin.ai. Project rules live in .devin/rules/*.md, and the old .windsurf/rules/ path is still read. The trigger field sets the mode: always_on, model_decision, glob or manual. Limits are strict: 12,000 characters per rule file and 6,000 for the global global_rules.md.

It supports AGENTS.md in any folder, workflows (its take on slash commands) in .devin/workflows/, and skills in .devin/skills/ and .agents/skills/, plus .claude/skills/ if you enable that setting. MCP servers go in ~/.config/devin/mcp_config.json, with remote endpoints in a serverUrl field. Cascade caps you at 100 tools across all servers, which a couple of large servers can use up.
