The Gambling Commission has appointed Sarah Fox as executive director for policy, research and statistics. She will take on part of the remit previously held by outgoing executive director Tim Miller and will also oversee National Lottery regulation.
Fox spent the past four years leading the Gambling and Lotteries team at the Department for Digital, Culture, Media and Sport. There she worked on the gambling white paper implementation and managed the National Lottery licence transition when Allwyn won the tender in 2024. Her earlier DCMS brief covered society lotteries and horseracing.
During her tenure the department reviewed the Gambling Act 2005 and introduced online deposit limits, a voluntary code for prize-draw competitions, and a second consultation on banning unlicensed-operator sponsorship. Fox has over 23 years in the civil service, with previous roles at the Home Office, Department of Health, the Cabinet Office and the Department for Levelling Up, Housing and Communities.
Acting chief executive Sarah Gardner said the appointment supports white paper delivery, assessment of the reforms and player protection for National Lottery customers. Miller leaves in September after ten years with the regulator.
