Brazil's Ministry of Finance has published more than 2,000 pages of documents detailing the authorisation process for operators entering the regulated fixed-odds betting market.
The ministry announced the release on 13 August, covering 85 companies. The first phase includes 582 documents totalling 2,240 processed pages. The material contains technical assessments of applicants' legal and corporate eligibility, checks on owners and administrators, analysis of source of funds and financial capacity, confirmation of concession fee payment, and final reports justifying each decision.
The documents are available through the ministry's dedicated active transparency portal. Release is staged: further batches will follow as processing continues, with personal data and legally protected information removed or anonymised under Brazil's data protection law (LGPD).
The Secretariat for Awards and Betting (SPA) said the initiative aims to give the public access to the evaluation logic and criteria applied by the regulator at each stage of the administrative process. Finance Minister Dario Durigan pledged to strengthen transparency in June, when the ministry said it would ultimately publish more than 25,000 documents from completed licensing procedures. This batch represents the first phase of that plan.
