UAE gaming regulator, Abu Dhabi financial watchdog formalize oversight ties

The UAE's commercial gaming regulator GCGRA and the Financial Services Regulatory Authority of Abu Dhabi Global Market have signed a memorandum of understanding to coordinate supervision, share information, conduct joint investigations and align policy where financial services and gaming intersect.

The agreement is designed to streamline oversight of companies operating in ADGM with ties to gaming activities. GCGRA chief executive Ciarán Carruthers called commercial gaming one of the UAE's newest regulated sectors. 'Trust will be built through this kind of cooperation. The MoU gives us a clear channel for data exchange where our mandates overlap — important as the sector grows and the pool of participants becomes more complex.' Carruthers took the helm at GCGRA in June.

FSRA chief executive Emmanuel Givanakis said closer coordination will help preserve market integrity and respond to emerging risks. He noted the growing interdependence of financial services and adjacent sectors.

GCGRA regulates lotteries, online gaming, sports betting and land-based casinos across the UAE. Current licensees include national lottery operator The Game LLC and Island 3 AMI FZ-LLC, which trades as Wynn Al Marjan.
