Brazilian Supreme Federal Court (STF) Justice Luiz Fux has published the schedule and participant list for public hearings on the provisional measure that banned betting in the country. The session will take place on 3 November at 10am in the STF's Second Chamber, with broadcast on the court's YouTube channel.
The hearing was convened under Direct Action of Unconstitutionality ADI 8027, filed by the National Association of Games and Lotteries (ANJL). The association is seeking to suspend Provisional Measure MP 1.394/2026, which prohibits fixed-odds betting operations and revokes operator licences. ANJL demands the measure be declared unconstitutional and that existing betting regulations be recognised as valid. Similar challenges have been filed under ADI 8024, 8028 and 8035.
Participants
Twenty-eight organisations have been admitted. Each will have 10 minutes to present. Football clubs Flamengo, Fluminense, Botafogo, Cruzeiro, São Paulo and Corinthians will speak, along with the Brazilian Football Confederation (CBF) and the Olympic Committee (COB). The Attorney General's Office (AGU), the ministries of finance and sport, the National Confederation of Commerce (CNC) and the Confederation of Industry (CNI) will also present.
ANJL and the Brazilian Institute of Responsible Gaming (IBJR) represent the industry. Their statements are scheduled for 3pm to 3.20pm. The International Gaming Association will close the hearing at around 5pm.
Context
The STF is also hearing ADIs 7721, 7723 and 7749, which challenge Law 14.790/2023 — Brazil's main betting regulation. In November 2024 the court held hearings with over 50 experts and government representatives. The AGU requested a new session, citing accumulated evidence on betting's impact and the enactment of the provisional measure.
