Brazil opens 45-day consultation on revised betting licensing rules

Brazil's Ministry of Finance has opened a 45-day public consultation on changes to the authorisation process for sports betting operators. The comment period runs from July 27 to September 9, 2026, through the Brasil Participativo portal.

The consultation is conducted by the Secretariat for Prizes and Betting (SPA) to revise the ordinance setting out requirements for commercial authorisation in the fixed-odds betting segment. The regulator intends to incorporate lessons from the first licensing cycle conducted under the current ordinance SPA/MF No. 827/2024.

The revision was included in the SPA regulatory agenda approved by ordinance No. 817 in April 2025. The review was initially scheduled for the first quarter of 2026, but the consultation was published only in July — the notice appeared in the federal official gazette on July 22.

Earlier this week the Ministry of Finance issued administrative order No. 2126 establishing a working group to ensure transparency in gambling licensing procedures. In June, Finance Minister Dario Durigan announced the publication of more than 25,000 documents related to betting operator authorisation processes, calling it part of the government's transparency drive.
