Singapore’s GRA introduces casino marketing whitelist, streamlines approvals

Singapore's Gambling Regulatory Authority has introduced a whitelist of pre-approved marketing language and streamlined approval for low-risk advertising. The change is part of 40 projects delivered in fiscal 2025 that collectively saved more than 2,600 staff hours.

At a seminar on 15 April 2026, the GRA outlined a policy of concentrating oversight on high-risk areas while simplifying procedures where possible. The regulator also revised licence requirements for operators in tourism and the regime for simulated gaming. Chief executive Daniel Tan confirmed the renewal of licences for Marina Bay Sands and Singapore Pools following compliance checks.

The authority is deploying AI under its own AI Masterplan, rolling out bots built on Microsoft Copilot to give staff access to internal resources such as financial regulations and audit logs. The tools automatically flag anomalies. Staff are encouraged to find practical uses for AI while maintaining core regulatory skills.

Casino licence fee revenue rose 34.6% to $52 million (SG$66.54 million) for the year ended 31 March 2026, up from $38.6 million the year before. The GRA closed the year with a surplus of $6.6 million (SG$8.48 million), compared with a deficit of $4.5 million a year earlier.

Visits to casinos by Singapore citizens and permanent residents fell from 94,000 in 2024 to 91,000 in 2025. The share of the adult population dropped from 2.8% to 2.7%. Annual pass holders remained stable at around 6,700. Casino-related crime remains low.
