President Luiz Inácio Lula da Silva signed Provisional Measure No. 1394 on 25 September, prohibiting the operation, offering, intermediation and advertising of sports betting and online gambling in Brazil.
Platforms may not accept new bets from the date of publication. New deposits are blocked immediately. Players can withdraw balances until 5 October, after which sites and apps must shut down on 6 October. Between 7 and 8 October, operators transfer data on balances tied to CPF tax numbers to banks. Banks return funds to players from 9 to 14 October. Where direct return is not possible, Caixa Econômica Federal acts as intermediary.
Concessions and authorisations issued under Law No. 14790 of 29 December 2023 terminate thirty days after publication of the measure. Operators receive no compensation for authorisation fees already paid. Applications for new licences are cancelled.
Operators must disable access to websites and apps within ten days. Bets whose outcomes are not determined by that deadline are voided and stakes returned in full. Operators failing to transfer data to banks on time face a $200,000 daily fine until compliance.
Financial and payment institutions may not process betting transactions except for business closure and player refunds. Brazil's Central Bank will deploy a system to reject transactions linked to illegal betting, including through the Pix instant payment network. Advertising of betting is prohibited across all physical and digital channels.
