The Dutch Gambling Authority has issued the first eight renewal licences to online operators. They run from October 2026 through September 2031. The initial licences granted when online gambling was legalised in 2021 expire at the end of September 2026.
Licences went to TOTO Online BV (TOTO, Winnitt), Holland Casino NV (Holland Casino Online), Play North Limited (Kansino), FPO Nederland BV (FairPlay Casino), Bingoal Nederland BV (Bingoal), Hillside (New Media Malta) Plc (Bet365), NSUS Malta Limited (GG Poker) and Betent BV (Betcity). Ten operators received licences in 2021, but LiveScore Bet and Tombola left the market in 2024.
The renewal process is stricter. The regulator introduced new rules in September 2025: operators with violations over the past five years must explain how they fixed the issues and what they did to prevent recurrence. If the KSA finds the explanations insufficient, it may refuse renewal or impose restrictions. Operators with a clean record can file compliance declarations for individual modules.
All applicants had to submit an exit plan describing how they would wind down operations if the licence is not renewed, revoked, or they choose to leave during the five-year period. This is a new requirement.
Several operators received remarks — they meet minimum requirements but the regulator expects improvements in compliance practice. In June, TOTO Online was found in breach of the ban on using role models in advertising. The platform was fined in 2022 for a similar violation involving youth-targeted advertising.
