Hokkaido prefecture unveiled its integrated resort framework on 7 September, positioning the IR as a hub for visitors travelling across the region and linking the Asia-Pacific, North America and Europe. The concept calls for a resort embedded in Hokkaido's natural environment and seasonal contrasts.
Implementation is staged: site selection and basic concept first, then a decision on policy preparation, operator selection and submission of the area development plan. Each phase requires stakeholder consultation and public engagement. No specific site has been chosen, and the document does not commit Hokkaido to Japan's next IR application window, which runs from 6 May to 5 November 2027.
Surveys showed interest from two of three foreign IR operators approached, all three noting competitive advantages. Among 13 Japanese companies in the IR sector, 12 expressed interest.
Of Hokkaido's 179 municipalities, Tomakomai confirmed readiness to work within existing facility requirements. Hakodate showed cautious interest but questioned whether current rules are workable. The framework includes measures against gambling addiction, money laundering, crime and other social risks.
