Brazil Senate committee advances broad betting-harm and consumer-protection bill 

Brazil's Senate Committee on Science, Technology, Innovation and Informatics approved bill PL 2,470/2026 on 2 September, imposing sweeping restrictions on advertising, sponsorship and promotional tools across betting and online gaming. The bill, based on a report by Senator Alessandro Vieira, now moves to the Committee on Social Affairs.

The legislation bans direct and indirect betting advertising on television, radio, press, outdoor media, streaming services, podcasts, social networks, video platforms, apps and websites. SMS, email campaigns, push notifications, behavioural targeting and retargeting are also prohibited. Sponsorship of sports teams, tournaments, broadcasts, cultural events, educational projects and political campaigns is barred, as are contracts with athletes, artists and influencers. Existing agreements get 24 months to wind down.

Operators will be forbidden from using bonuses, free bets, cashback, free spins, loyalty programmes and other customer acquisition tools. The restrictions extend to paid affiliates, tipsters and bookmaker comparison sites. Licensed operators may publish only institutional information on their own channels — company details, access points, terms, warnings and self-exclusion tools. Promotion of prizes, bonuses or mechanics that encourage play is banned.

Vieira called the initiative cross-party and said society had recognised the scale of harm from betting. The committee vote followed a public hearing on 1 September, where government and health representatives demanded tighter oversight while the industry argued that legal operators create jobs, pay taxes and offer player protection unavailable on unlicensed sites.

The bill amends the fixed-odds betting law (Law No. 14,790/2023) to protect mental health, consumer rights and household budgets. The committee approved fast-track consideration, but the final decision rests with the Senate.
