Cambodia's Minister of Interior Sar Sokha announced the suspension of online betting broadcast from casino premises, effective October 2025. The decision was made public on 5 September at a government event.
The measure targets difficulties in monitoring cash flows of unclear origin tied to betting operations streamed from land-based casinos. During the suspension, relevant authorities are tasked with building a legal framework, strengthening digital infrastructure and training qualified personnel. Operations may resume only after those controls are in place. Casinos that violate the ban risk licence revocation.
Between July 2025 and 31 August 2026, authorities raided 663 suspected locations, some inside casinos. Eighty-six large sites used for fraud were shut down. Around 30,000 suspects from 39 countries were detained, and more than 22,000 foreign nationals from 38 countries were freed and repatriated. Twenty-seven casinos faced enforcement: 18 licences were revoked, nine suspended. Inspections continue.
Cambodia stopped issuing new online gambling licences in August 2019 and ceased renewing existing ones after expiry. Inspections to confirm the closure of online operations began in January 2020. The new decision applies to betting still conducted or broadcast from casino floors — not a first ban on online gambling, but tighter enforcement of remaining activity.
