Cambodia tightens casino rules with new license standards and October proxy betting ban

Cambodia's casino regulator is preparing an integrity and quality evaluation framework for licence renewals. The Commercial Gambling Management Commission of Cambodia (CGMC) reviewed the draft at a 4 September meeting chaired by its secretary-general, Yeth Vinel. The framework sets minimum conditions for winning or keeping a licence.

The new regime rests on inspections of all 195 licensed casinos in the country. In August the regulator revoked 20 licences, suspended 29 and saw another 23 expire. Touch Sokhak, deputy spokesperson at the Interior Ministry, tied the campaign to keeping Cambodia from becoming a 'safe haven or base for money laundering' for technology criminals. Authorities say the large scam compounds have been dismantled.

Proxy betting ends in October 2026

Live-dealer streaming out of Cambodian casinos stops in October 2026. Deputy Prime Minister and Interior Minister Sar Sokha said Prime Minister Hun Manet requested the measure over concerns about online gambling. Online gambling has been formally illegal in Cambodia since 1 January 2020, yet licensed casinos were allowed to stream live dealers to players abroad. Breaches carry licence revocation and other legal consequences. The suspension could be lifted later.

What it means for operators

Proxy betting was one of the few legal routes for serving foreign players out of Cambodia, so operators with Asian traffic have to rework those flows. The crackdown is already visible in the wider economy: in May the government lowered its 2026 GDP growth forecast, pointing to construction, real estate and consumer spending. FATF took Cambodia off its grey list in 2023, with the next assessment set for 2029.
