UK gambling regulator commits to publishing FRA evidence in Autumn

The UK Gambling Commission will publish the full dataset, evidence and methodology behind its decision to introduce Financial Risk Assessments this autumn. Acting Chief Executive Sarah Gardner confirmed the timeline in response to questions from the cross-party Culture, Media and Sport Committee.

The committee sent a series of questions to the regulator following operator criticism demanding the Commission release its justification for FRAs. Gardner explained that the data was not published alongside the original announcement because of the implementation schedule. The regulator is currently running summer consultations with working groups that include operators and credit agencies, and findings from those sessions will feed into the final document in autumn.

The racing industry has opposed FRAs particularly strongly. The British Horseracing Authority fears the new requirements will drive away high-value players, cutting revenue at a time when the sector already faces tax changes in the UK. Racing representatives are not part of the implementation working groups, which were set up only for direct participants in the player-checking process. Gardner has promised separate meetings with the BHA, with the first already scheduled.

The FRA rollout comes amid leadership churn at the Gambling Commission. Chief Executive Andrew Rhodes left in April and later took a consulting role. Director of Policy Tim Miller has also resigned.
