The Gambling Wire: Utah Sues Kalshi as Flutter Plans 1,400 Job Cuts

Utah Attorney General Derek Brown has filed a 63-page suit against Kalshi and two market-making firms, Susquehanna. The state wants a preliminary and permanent ban on Kalshi contracts covering sports, elections, politics, culture and mentions in Utah, with oversight handed to a third-party geolocation provider. It also seeks restitution, damages and disgorgement, and brings claims of public nuisance and civil conspiracy. If it succeeds, Utah joins Nevada, Michigan and Washington, where court rulings have already forced Kalshi to restrict some event contracts.

The suit says Kalshi held 32,940 accounts with Utah addresses as of February 2026. Fees collected from those accounts are put at $30.6 million to $61.2 million, with retail bettor losses of about $5.5 million. The complaint likens Kalshi to 'running an underground gambling house' and the market makers to professional poker players at the table. 'Kalshi is launching an online casino in Utah and calling it a prediction market. That violates Utah law,' Brown said.

The filing comes more than two months after the state's win: in August, federal judge Robert Shelby issued the first final ruling on the merits in the run of state disputes with prediction markets, finding the Commodity Exchange Act does not displace Utah's gambling laws. Kalshi's appeal to the Tenth Circuit is unresolved, and the circuit refused an emergency stay in September. The operator is likely to try to move the new case to federal court.

Flutter plans up to 1,400 job cuts

Flutter will cut as many as 1,400 roles in its UK and Ireland division. The restructuring hits Leeds and Dublin, plus staff in Portugal and Romania, and carries fourth-quarter costs of $80-90 million. The trigger is tax: UK online gaming duty goes from 21% to 40% from April 2026, with the betting duty rising from 15% to 25% in April 2027. Kevin Harrington, CEO of the division, said the company cannot absorb the full tax increase without reducing its fixed cost base. Flutter employs about 9,000 people in the UK and Ireland.

New Jersey sets data-led responsible gaming rules

New Jersey became the first state with mandatory data-driven responsible gaming requirements. Regulator DGE fined three bookmakers $98,350 at the same time: TheScore $78,000 for unauthorized bets, DraftKings $14,350 for self-exclusion breaches and Fanatics $6,000 over odds.
