Brazil seeks blocking of 5,209 betting domains after nationwide ban

Brazil's telecommunications regulator Anatel blocked 2,387 betting domains by 29 September as part of a nationwide ban on fixed-odds wagering. Authorities have referred 5,209 domains for blocking in total.

The Finance Ministry's Secretariat for Prizes and Betting identified 3,823 domains; the Justice Ministry's National Secretariat for Digital Rights identified another 1,386. The crackdown follows provisional measure MP 1,394/2026 issued 25 September, which prohibits the operation, offer and advertising of fixed-odds betting — land-based and online, including foreign services targeting Brazilian users.

Licensed operators were immediately barred from accepting deposits and must shut down sites and apps by 5 October. Thirty days after the measure's publication, all federal, state and municipal licences expire. The regulated market created by Law 14,790/2023 will cease to exist. Advertising, marketing and sponsorship are also banned; promotional materials had to be removed by 5 October.

Authorities cleared the digital infrastructure of unlicensed bookmakers: 300 Facebook pages and 90 Instagram profiles deleted. Apple and Google received orders to remove 186 betting apps by 6 October. The Justice Ministry cited 12 Federal Police operations between March 2023 and August 2026 that resulted in 73 search warrants and 15 arrest warrants. Asset-freezing requests totalled around R$4.17bn in cases where amounts were disclosed.

The measure is in force but requires congressional approval to become law. It was referred to a joint committee on 30 September. The government continues blocking domains pending parliament's decision.
