Armenia tightens gambling oversight with telecoms block

Armenia's State Revenue Committee is preparing to block unlicensed gambling sites through telecommunications operators. The new rules take effect 8 February 2027 and amend the existing gambling law.

The measures target offshore platforms that became easier to reach through digital technology. Besides site blocking, authorities will restrict advertising options for illegal operators. The SRC cited a rise in unlicensed online gambling and lottery offers as the reason for tighter oversight.

Armenia is overhauling its gambling framework. Parliament passed a new law in June 2024 that came into force on 1 January 2025. In February, lawmakers approved a unified digital system to regulate all licensed operators, online and land-based. The system provides centralised real-time monitoring of wagers, deposits and losses.

In August, Malta-based Random Systems International won a tender for a 15-year licence to run the platform. RSI must launch it by January 2027. In May, Prime Minister Nikol Pashinyan's cabinet introduced payment blocking: the Finance Ministry gained authority to oversee Armenian banks and financial institutions to prevent them processing transactions for unlicensed operators.

For affiliates working with Armenian traffic, February 2027 is the cut-off. After that date, traffic to unlicensed brands will face blocks at the ISP level, not just at banks.
