Belarus's Ministry of Antimonopoly Regulation and Trade (MART) has drafted a bill that would ban online advertising for gambling establishments, lotteries and electronic interactive games, virtual casinos among them. Gambling advertising on public transport would be prohibited as well.
The draft follows a complaint from Igor Borisenok, who appealed to MART, the Ministry of Culture and the Ministry of Information over the volume of casino advertising in Belarusian cities. The ministry backed the appeal and wrote the amendments. A survey last year found 86% of respondents named gambling advertising the main irritant. Online gambling advertising picked up after Google lifted its ban on such ads in Belarus in January 2026, on condition of certification through the Ministry of Taxes and Duties.
New limits on top of the 2007 law
The bill adds to the advertising law adopted in 2007. Casino advertising is already barred in educational, medical, cultural and sports institutions; ads may not present gambling as a way to earn money, guarantee a win or feature minors. The new rules would bar images of people and animals and any mention of betting bonuses. Television and radio get limits rather than a full ban.
MART sent the draft to state bodies on 21 August.
