Brazil's Secretariat of Prizes and Bets (SPA) ordered the immediate suspension of 14 licensed betting sites, hitting seven operators already named in administrative sanctioning proceedings opened in August 2025. The precautionary measures were adopted on Friday. The regulator cites failures in oversight and in responsible gaming controls. Operators that ignore the orders face a fine of 200,000 reais ($38,557) per day.
Five of the seven measures trace back to operators not feeding data into Sigap, the SPA's betting monitoring system. The regulator uses Sigap to track betting volumes, GGR and compliance with regulatory requirements in real time. The other two cover failures in user control and monitoring under responsible gaming rules.
Select Operations (mma.bet.br, betvip.bet.br, papigames.bet.br) and Nexus International (megaposta.bet.br) failed to supply oversight data through Sigap. RR Participações e Intermediações de Negócios (multibet.bet.br, rico.bet.br, brx.bet.br) did not disclose its shareholder structure, which left the SPA unable to assess compliance with financial qualification and business integrity requirements. Pixbet Soluções Tecnológicas drew two orders, one on responsible gaming and one on Sigap, with pixbet.bet.br, ganhei.bet.br and betdasorte.bet.br halted. Zeroumbet Digital Platform (zeroum.bet.br, sportvip.bet.br, energia.bet.br) and Enseada Serviços e Tecnologia (kbet.bet.br) also missed monitoring submissions.
Suspended platforms stay open for player withdrawals only. The measures rest on articles 44–46 of law 14.790/2023 and articles 31–33 of SPA/MF ordinance No. 1233/2024. The regulator can temporarily deactivate systems and seize coupons already issued.
