SPA orders immediate suspension of 14 licensed betting sites in Brazil

Brazil's Secretariat of Prizes and Betting suspended 14 licensed betting sites on Friday following precautionary measures launched in August 2025. Five measures relate to failures in data transmission to Sigap, the real-time monitoring system SPA uses to track handle, GGR and regulatory compliance. Two others concern the absence of effective player-control mechanisms under responsible gaming policy.

Pixbet Soluções Tecnológicas (pixbet.bet.br, ganhei.bet.br, betdasorte.bet.br) faces two violations. Zeroumbet Digital Platform (zeroum.bet.br, sportvip.bet.br, energia.bet.br), Enseada Serviços e Tecnologia (kbet.bet.br), Select Operations (mma.bet.br, betvip.bet.br, papigames.bet.br) and Nexus International (megaposta.bet.br) all failed to supply data to Sigap.

RR Participações, which operates multibet.bet.br, rico.bet.br and brx.bet.br, did not disclose its shareholding structure, preventing SPA from verifying compliance with tax, labour, financial and probity requirements.

Operators must keep withdrawal access open for players. Non-compliance with the measures carries a BRL 200,000 ($38,557) daily fine. Precautionary measures under articles 44–46 of law 14.790/2023 apply where there is evidence of a likely breach and risk of delay. For SPA, they are a key supervisory tool as the regulated market takes shape.
