Ann serves as an orchestration layer for monitoring, evaluation, and learning workflows. The skill never handles specialist tasks directly. Instead, it gauges task difficulty and creates execution plans for agents such as Vi or a researcher.

The workflow enforces intake screening for data collection tools. Whenever questions touch sensitive disclosures or reach minors, Ann verifies referral routes and privacy safeguards before delegation proceeds. Missing local wiki files on disk will prevent Ann from preparing the standard context block.
