GitHub Copilot runs in VS Code, JetBrains, Visual Studio, Xcode, the CLI and as a cloud agent on GitHub, and format support depends on the surface. The base rules file is .github/copilot-instructions.md. Rules scoped to certain files go in .github/instructions/*.instructions.md with an applyTo field. Every surface that supports instructions reads AGENTS.md, and the cloud agent and Copilot CLI also read CLAUDE.md and GEMINI.md.
Copilot looks for skills in .github/skills/, .claude/skills/ and .agents/skills/. You can install them with gh skill install (GitHub CLI 2.90.0 or later, public preview). Prompt files live in .github/prompts/, custom agents in .github/agents/*.agent.md. MCP in VS Code is configured in .vscode/mcp.json under a servers key. GitHub warns plainly that skills are not reviewed and may contain prompt injection.
