Entain launches campaign as betting shop tax increase looms in UK budget

Entain has launched a campaign against a proposed increase in Machine Games Duty from 20% to 40%, expected in the UK government's Autumn budget at the end of October. The company, which owns Ladbrokes and Coral, is running the What's at Stake campaign to highlight risks to employment, high-street retail, British horse racing and tax revenue.

Hundreds of betting shops have closed in recent years. In July, Betfred announced the closure of 132 locations. Entain warns that a further tax increase will lead to job losses, reduced high-street activity and customer migration to operators outside UK regulation. Chief executive Stella David has written to prime minister Andy Burnham, who recently said betting shops occupy space needed for other retailers.

Entain is calling for a 'balanced approach' in which the tax and regulatory framework recognises the difference between staffed retail shops and other forms of gambling. The company argues that shop closures will push players toward the unregulated market.

Industry lobby Betting and Gaming Council has also launched a Back Our Betting Shops campaign. Pressure on retail is mounting against a backdrop of changes already in force: in April 2026 the tax on online casino rose from 21% to 40%, and the online betting rate will rise from 15% to 25% in 2027. For shop estates, doubling MGD may prove the tipping point that turns closures into a wave.
