# utility-pm-workflow-builder

Takes a workflow idea to a review-ready packet: a draft workflow file, a draft slash command and an update checklist. Useful when a repeated skill chain should become durable.

## What it does

The skill writes a Workflow Implementation Packet into `_staging/workflows/<name>/`. Three files land there: a draft `_workflows/<name>.md`, a draft `commands/workflow-<name>.md`, and `PACKET.md` holding the decision, overlap analysis, checklist and promotion steps. It authors only. It never runs a chain, and it never promotes its own output to canonical paths.

Before designing anything, it scans `_workflows/` and compares your idea against every existing workflow. Coverage overlap above 70% triggers a kill gate: customize the existing workflow, add a step to it, or just use `/chain` for the occasional run. Below that, a Why Gate asks for 2-3 scenarios where current workflows fall short. No evidence and no explicit override means the gate stays shut.

Then you pick and order the steps together. Every step must resolve to an installed skill at `skills/<name>/SKILL.md` by exact name; on a miss the skill refuses the step and offers the closest real names instead. Maintenance skills, dispatchers that fan out to sub-agents, and other workflows are all rejected as steps. Each step gets an authored handoff: what it consumes from the previous output and what it must produce for the next. A packet without real handoffs is not ready.

Check that the skills you want to chain are already installed. An inexact name gets the step refused.

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add product-on-purpose/pm-skills --skill utility-pm-workflow-builder -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/utility-pm-workflow-builder/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/utility-pm-workflow-builder/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add product-on-purpose/pm-skills --skill utility-pm-workflow-builder -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/utility-pm-workflow-builder/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add product-on-purpose/pm-skills --skill utility-pm-workflow-builder -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/utility-pm-workflow-builder/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install product-on-purpose/pm-skills utility-pm-workflow-builder
```

2. **Manually: put the files in place**
- File: `.github/skills/utility-pm-workflow-builder/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add product-on-purpose/pm-skills --skill utility-pm-workflow-builder -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/product-on-purpose/pm-skills --path skills/utility-pm-workflow-builder
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/utility-pm-workflow-builder/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add product-on-purpose/pm-skills --skill utility-pm-workflow-builder -a opencode
```

## When to use it
- turn a repeated skill chain into a durable workflow
- check a workflow idea against existing ones for overlap
- define handoffs between steps in a chain
- produce draft workflow and command files in one packet
- get a cross-cutting checklist before promotion

## Example prompts
- Build a workflow for quarterly business reviews: a recurring process with an artifact trail.
- I want to promote the chain competitive-analysis -> experiment-results -> pivot-decision into a durable workflow.
- Run overlap analysis on my workflow idea against everything in `_workflows/` and show what is already covered.

description: Guides a contributor from a workflow idea to a complete Workflow Implementation Packet (draft workflow file, draft workflow command, cross-cutting update checklist) in a staging area for review. Runs overlap analysis against the existing workflows with a Why Gate, then helps select and sequence skills with authored handoffs. Use when creating a new multi-skill workflow or promoting a repeated ad-hoc chain into a durable one. To build a single skill instead, use utility-pm-skill-builder; to run a sequence without authoring anything, use the chain command or utility-pm-workflow-orchestrator.

# PM Workflow Builder

This skill creates new multi-skill workflows for the pm-skills library. It
produces a Workflow Implementation Packet - a draft `_workflows/<name>.md`
file, a draft `commands/workflow-<name>.md` command, and the cross-cutting
update checklist - in a staging area for review before promotion to
canonical locations. The builder authors; it never executes a chain and it
never promotes its own output.

## When to Use

- You have an idea for a new multi-skill workflow ("I need a workflow for
  quarterly business reviews")
- You know the skills you want to chain and want them captured durably
  ("chain competitive-analysis, experiment-results, pivot-decision")
- A `/chain` run (orchestrator Mode B) proved reusable and its completion
  output suggested promoting the chain to a durable workflow; hand this
  skill the exact chain expression from that suggestion

## When NOT to Use

- To run a sequence once without authoring anything -> use the `/chain`
  command or `utility-pm-workflow-orchestrator` directly
