## What it does

TwiML is XML that Twilio runs during a call. The loop is short: the caller reaches Twilio, Twilio POSTs to your webhook, your server returns a TwiML document, Twilio executes it. The skill walks through that loop and hands you working snippets for Python and Node.js.

It covers the core verbs one by one. `Say` for text-to-speech, `Play` for an audio file, `Gather` to collect keypad digits or speech, `Dial` to reach another number, `Record` to capture the caller, `Conference` for multi-party calls. There is a complete inbound handler with a menu: greet, read the digit, route to the right number, loop back on a bad choice. A voicemail flow is shown too — `Dial` with a timeout, then `Record` in the action handler when nobody picks up.

Before you start you need a Twilio account with a voice-capable number and a webhook that returns TwiML with `Content-Type: text/xml`. Programmatic generation needs `pip install twilio` or `npm install twilio`. One thing to watch: `Record` captures the caller only, so it is not the tool for recording a two-party conversation — that is a separate skill about call recordings. Audio for `Play` has to sit at a publicly reachable URL in MP3 or WAV.

## Install

### Codex (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add openai/plugins --skill twilio-voice-twiml -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/twilio-voice-twiml/SKILL.md` — For all projects use ~/.agents/skills/

### Claude Code

1. **Skills CLI (Vercel)**
```bash
npx skills add openai/plugins --skill twilio-voice-twiml -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/twilio-voice-twiml/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/twilio-voice-twiml/

### Cursor

**Manually: put the files in place**
- File: `.cursor/skills/twilio-voice-twiml/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install openai/plugins twilio-voice-twiml
```

2. **Manually: put the files in place**
- File: `.github/skills/twilio-voice-twiml/SKILL.md`

### Gemini CLI

**Platform CLI**
```bash
gemini skills install https://github.com/openai/plugins --path plugins/twilio-developer-kit/skills/twilio-voice-twiml
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/twilio-voice-twiml/SKILL.md` — The legacy .windsurf/skills/ path still works

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/openai/plugins/tree/HEAD/plugins/twilio-developer-kit/skills/twilio-voice-twiml/SKILL.md

## When to use it
- build an IVR menu for an inbound call
- collect keypad input with Gather and route callers
- record a voicemail and transcribe it to text
- connect a caller to an agent with Dial
- set up a multi-party conference call

## Example prompts
- write a Python inbound call handler with a greeting and a two-option menu
- add voicemail: if the Dial times out, play a message and record the caller
- build a Node.js Gather that takes one digit and forwards to /menu-choice

  Build voice call logic using TwiML (Twilio Markup Language). Covers the
  core verbs (Say, Play, Gather, Dial, Record, Conference), generating TwiML
  with Python and Node.js SDKs, and a complete inbound call IVR example. Use
  this skill to define call behavior for inbound or outbound calls.

## Overview

TwiML is XML that Twilio executes during a call. Your server returns a TwiML document in response to a Twilio webhook POST, and Twilio executes it.

```
Caller → Twilio → POST to your webhook → Your server returns TwiML → Twilio executes it
```

---

## Prerequisites

- Twilio account with a voice-capable phone number
  — New to Twilio? See `twilio-account-setup`
- Webhook endpoint returning TwiML with `Content-Type: text/xml`
- SDK (for programmatic generation): `pip install twilio` / `npm install twilio`

---

## Quickstart

A minimal inbound call handler that greets the caller and presents a menu:

**Python (Flask)**
```python
from flask import Flask, request
from twilio.twiml.voice_response import VoiceResponse
app = Flask(__name__)
@app.route("/voice", methods=["POST"])
def handle_call():
    response = VoiceResponse()
    gather = response.gather(num_digits=1, action="/menu-choice")
    gather.say("Welcome to Acme. Press 1 for sales, 2 for support.")
    response.redirect("/voice")  # Loop if no input
    return str(response)
@app.route("/menu-choice", methods=["POST"])
def menu_choice():
    digit = request.form.get("Digits")
    response = VoiceResponse()
    if digit == "1":
        response.dial("+15551234567")
    elif digit == "2":
        response.say("Connecting to support.")
        response.dial("+15559876543")
    else:
        response.say("Invalid option.")
        response.redirect("/voice")
    return str(response)
```

**Node.js (Express)**
```node
const { VoiceResponse } = require("twilio").twiml;
app.post("/voice", (req, res) => {
    const response = new VoiceResponse();
    const gather = response.gather({ numDigits: 1, action: "/menu-choice" });
    gather.say("Welcome. Press 1 for sales, 2 for support.");
    response.redirect("/voice");
    res.type("text/xml").send(response.toString());
});
app.post("/menu-choice", (req, res) => {
    const digit = req.body.Digits;
    const response = new VoiceResponse();
    if (digit === "1") response.dial("+15551234567");
    else response.say("Invalid option.").redirect("/voice");
    res.type("text/xml").send(response.toString());
});
```

---

## Core Verbs

### Say — Text-to-speech

**Python**
```python
from twilio.twiml.voice_response import VoiceResponse
response = VoiceResponse()
response.say("Your appointment is confirmed.", voice="alice", language="en-US")
```

**Node.js**
```node
const { VoiceResponse } = require("twilio").twiml;
const response = new VoiceResponse();
