## What it does

The skill walks through the bundle workflow: look up rules for a country and number type, create an End-User and Supporting Documents, attach them to a bundle, run an evaluation, then submit the bundle for review. After approval, the bundle can be used when provisioning a number.

Its examples use Python, `requests`, and the Twilio API; number creation uses `twilio.rest`. The code reads `TWILIO_ACCOUNT_SID` and `TWILIO_AUTH_TOKEN` from the environment. Requirements vary by country and number type, so query Regulations rather than hardcoding them. When evaluation reports failures, correct the existing bundle and evaluate it again.

For regulatory changes, the guide describes copying an approved bundle and replacing its items without deprovisioning numbers. In multi-customer setups, each customer needs a separate bundle, and the End-User record should represent that customer.

## Install

### Codex (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add openai/plugins --skill twilio-regulatory-compliance-bundles -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/twilio-regulatory-compliance-bundles/SKILL.md` — For all projects use ~/.agents/skills/

### Claude Code

1. **Skills CLI (Vercel)**
```bash
npx skills add openai/plugins --skill twilio-regulatory-compliance-bundles -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/twilio-regulatory-compliance-bundles/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/twilio-regulatory-compliance-bundles/

### Cursor

**Manually: put the files in place**
- File: `.cursor/skills/twilio-regulatory-compliance-bundles/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install openai/plugins twilio-regulatory-compliance-bundles
```

2. **Manually: put the files in place**
- File: `.github/skills/twilio-regulatory-compliance-bundles/SKILL.md`

### Gemini CLI

**Platform CLI**
```bash
gemini skills install https://github.com/openai/plugins --path plugins/twilio-developer-kit/skills/twilio-regulatory-compliance-bundles
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/twilio-regulatory-compliance-bundles/SKILL.md` — The legacy .windsurf/skills/ path still works

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/openai/plugins/tree/HEAD/plugins/twilio-developer-kit/skills/twilio-regulatory-compliance-bundles/SKILL.md

## When to use it
- look up requirements for a number by country and type
- assemble a bundle from an End-User and supporting documents
- inspect evaluation failures before submitting a bundle
- update an approved bundle while numbers remain provisioned
- keep customer bundles separate across Twilio subaccounts

## Example prompts
- Find the Twilio requirements for a German local business number and list the required documents.
- Draft Python steps to create an End-User and Supporting Documents, attach them to a bundle, and evaluate it.
- Explain how to revise an approved bundle after a regulatory change without deprovisioning its numbers.

  Manage regulatory compliance for international phone numbers. Covers
  what bundles are, which countries require them, how to create End-Users
  and Supporting Documents, evaluate and submit bundles, fix evaluation
  failures, update bundles when regulations change, and ISV multi-account
  patterns. Use this skill when provisioning numbers outside the US.

## Overview

Phone numbers are national resources — many countries require **identity verification of the end-user** before provisioning. A Regulatory Bundle is a container holding an End-User record + Supporting Documents that proves your right to use numbers in a specific country.

**Not all countries require bundles** — check the [Regulatory Guidelines page](https://www.twilio.com/en-us/guidelines/regulatory) for country-specific requirements. If a country requires a bundle, provisioning fails without one.

---

## Key Concepts

| Resource | What it is |
|----------|-----------|
| **Regulation** | Country-specific requirement defining what End-User types and document types are needed |
| **Bundle** | Container that holds an End-User + Supporting Documents for a specific regulation |
| **End-User** | The entity answering calls or receiving messages (`individual` or `business` type) |
| **Supporting Document** | Identity/address verification documents (business registration, proof of address, etc.) |
| **Evaluation** | Synchronous check that validates a bundle against its regulation before submission |
| **Item Assignment** | Links an End-User or Supporting Document to a Bundle |

---

## Quickstart: Provision a Number with a Bundle

### Step 1 — Query the Regulation

Find out what's required for the country and number type:

**Python**
```python
import os, requests
account_sid = os.environ["TWILIO_ACCOUNT_SID"]
auth_token = os.environ["TWILIO_AUTH_TOKEN"]
# What does Germany require for local business numbers?
regulations = requests.get(
    "https://numbers.twilio.com/v2/RegulatoryCompliance/Regulations",
    params={"IsoCountry": "DE", "NumberType": "local", "EndUserType": "business"},
    auth=(account_sid, auth_token)
).json()
for reg in regulations["results"]:
    print(f"Regulation: {reg['sid']}")
    print(f"Requirements: {reg['requirements']}")
```

### Step 2 — Create an End-User

**Python**
```python
end_user = requests.post(
    "https://numbers.twilio.com/v2/RegulatoryCompliance/EndUsers",
    data={
        "FriendlyName": "Acme GmbH",
        "Type": "business",
        "Attributes": '{"business_name": "Acme GmbH", "business_registration_number": "HRB12345"}'
    },
    auth=(account_sid, auth_token)
).json()
```

### Step 3 — Upload Supporting Documents

**Python**
```python
````
