## What it does

The skill sorts Twilio registration programs by sender type. On messaging that means A2P 10DLC, toll-free verification, WhatsApp WABA with Meta business verification, RCS, short code and alphanumeric sender IDs. On voice it covers STIR/SHAKEN, Voice Integrity, Branded Calling and CNAM. Every number or sender type has its own program, and traffic stays blocked until that program is complete.

Most of the content is decision tables: sender type, the program it needs, expected review time. The A2P 10DLC section walks the registration flow step by step — Customer Profile, brand, campaign, then associating numbers through a Messaging Service. It spends real space on the message flow field, since that is where campaigns get rejected most often: you need the opt-in description, message frequency, the rates disclosure and a publicly reachable link to your screenshot.

Voice programs sit behind an approved Trust Hub Business Profile. The skill puts STIR/SHAKEN first, then Voice Integrity, then Branded Calling, with CNAM last. Branded Calling for the US is listed as Public Beta on T-Mobile and Verizon, so plan around that. One practical trap: any link you submit has to open without a login, or the reviewer never sees it.

## Install

### Codex (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add openai/plugins --skill twilio-compliance-onboarding -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/twilio-compliance-onboarding/SKILL.md` — For all projects use ~/.agents/skills/

### Claude Code

1. **Skills CLI (Vercel)**
```bash
npx skills add openai/plugins --skill twilio-compliance-onboarding -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/twilio-compliance-onboarding/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/twilio-compliance-onboarding/

### Cursor

**Manually: put the files in place**
- File: `.cursor/skills/twilio-compliance-onboarding/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install openai/plugins twilio-compliance-onboarding
```

2. **Manually: put the files in place**
- File: `.github/skills/twilio-compliance-onboarding/SKILL.md`

### Gemini CLI

**Platform CLI**
```bash
gemini skills install https://github.com/openai/plugins --path plugins/twilio-developer-kit/skills/twilio-compliance-onboarding
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/twilio-compliance-onboarding/SKILL.md` — The legacy .windsurf/skills/ path still works

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/openai/plugins/tree/HEAD/plugins/twilio-developer-kit/skills/twilio-compliance-onboarding/SKILL.md

## When to use it
- work out which registration a given number type needs
- estimate approval timelines before writing code
- write a message flow that survives A2P 10DLC review
- document opt-in for a form behind a login or a paper form
- decide the order of voice trust programs

## Example prompts
- Which registrations do I need for A2P 10DLC before sending SMS?
- Help me write the message flow for a campaign with website opt-in
- What does STIR/SHAKEN require and what comes after it?

  Registrations required BEFORE Twilio traffic works. Covers messaging
  programs (A2P 10DLC, toll-free verification, WhatsApp WABA, RCS, short

  Integrity, Branded Calling, CNAM). Each number/sender type has its own
  program — registration blocks traffic until complete.

## Overview

Most Twilio channels require registration or approval before traffic flows. **Skipping this step is the #1 onboarding mistake** — developers build first, then discover messages are blocked or calls labeled as spam.

**Lifecycle:** Choose numbers/senders (`twilio-numbers-senders`) → Register them (this skill) → Follow traffic rules (`twilio-compliance-traffic`)
