# tf-best-practices

Sets the security posture for generated AWS Terraform, then checks the written terraform/ directory against policy. Read-only, no file edits.

## What it does

The skill loads at two touchpoints. Before the agent writes `terraform/`, it supplies the authoring rules: what an AWS config is allowed to emit. After the write, it runs a check and returns a verdict. The caller states which touchpoint it is at.

The rules come in three tiers. The first is verified statically: ALB TLS, no public databases, RDS and ElastiCache encryption at rest, no wildcard IAM. The second tier is not gate-checkable but still required: `deletion_protection`, master password via Secrets Manager, private subnets, backups. The third turns on when the caller declares `soc2`, `pci`, `hipaa` or `fedramp` — then VPC flow logs, S3 access logging, secret rotation and customer-managed KMS are added.

The check runs through `validate-terraform-policy.py` from the plugin directory, with the caller passing the `terraform/` path. Exit codes are plain: `0` for `POLICY_OK`, `1` for `POLICY_FAIL` with a violations list, `2` for an error. The skill edits nothing and does not decide phase completion — fixes, the retry loop and run-state writes stay with the caller. It complements `terraform fmt`, `init` and `validate` rather than replacing them, so keep both stages in the pipeline.

## Requirements
- Works with: AWS, Terraform

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add aws/agent-toolkit-for-aws --skill tf-best-practices -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/tf-best-practices/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/tf-best-practices/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add aws/agent-toolkit-for-aws --skill tf-best-practices -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/tf-best-practices/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add aws/agent-toolkit-for-aws --skill tf-best-practices -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/tf-best-practices/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install aws/agent-toolkit-for-aws tf-best-practices
```

2. **Manually: put the files in place**
- File: `.github/skills/tf-best-practices/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add aws/agent-toolkit-for-aws --skill tf-best-practices -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/aws/agent-toolkit-for-aws --path plugins/aws-startup-advisor/skills/tf-best-practices
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/tf-best-practices/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add aws/agent-toolkit-for-aws --skill tf-best-practices -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/aws/agent-toolkit-for-aws/tree/HEAD/plugins/aws-startup-advisor/skills/tf-best-practices/SKILL.md

## When to use it
- catch security gaps in generated AWS Terraform before deploy
- give the agent one set of authoring rules before it writes `terraform/`
- produce a machine-readable verdict for `validation-report.json`
- flag a public database port or wildcard IAM statement
- fold compliance framework requirements into generation

## Example prompts
- Load tf-best-practices before writing terraform/ and follow the security posture rules
- terraform/ is written — run the tf-best-practices policy gate and show me the verdict
- Check the generated terraform/ with tf-best-practices, declared frameworks: soc2

  Best-practice authoring guidance AND a read-only policy gate for AWS Terraform generated by a
  migration skill. Load during any phase that writes a terraform/ directory — first as the "what to
  emit" posture rules + security-baseline spec, then after writing as the deterministic policy verdict.
  Read-only: it reports whether the generated Terraform passes; it never edits .tf files, never touches
  .phase-status.json, and never decides phase completion. Complements (does not replace) terraform
  fmt/init/validate.

# tf-best-practices — Generated-IaC posture rules + read-only policy gate

A **shared authoring guide and verdict producer**, not a workflow. It answers two
questions for a phase that generates AWS Terraform:

1. **Before writing** — "what security posture must the generated `terraform/` follow?"
   (the posture rules + the `baseline.tf` account-hardening spec)
2. **After writing** — "does the generated `terraform/` pass policy?" (a deterministic,
   **read-only** verdict + a machine-readable report)

## Routing — load the part that matches your context

This skill is entered at two touchpoints in the caller's Generate flow, with the caller's
own terraform-authoring work in between. **The caller states which touchpoint it is at when it
loads this skill**, and reads the corresponding part:

| Caller context                                              | Load                                                                                                      | Why                                                                                               |
| ----------------------------------------------------------- | --------------------------------------------------------------------------------------------------------- | ------------------------------------------------------------------------------------------------- |
| **About to author `terraform/`** (before writing)           | Part 1 → [`references/security-posture-rules.md`](references/security-posture-rules.md)                   | The "what to emit" AWS authoring rules (gate-enforced + authoring-only + compliance-conditional). |
