## What it does

The skill runs one ECHO profile on one unit. `asset-gate` audits a publish package and its governing records; the program-maturity profiles (`community`, `b2c`, `founder`) audit a channel portfolio over a window. The two constructs stay apart — asset and program scores are never averaged.

Six vetoes drive the verdict: governed channel contradiction (`ECHO-E1`), material claim failure (`ECHO-C1`), missing applicable disclosure (`ECHO-C2`), manufactured or baited engagement (`ECHO-H1`), unpermissioned UGC republication (`ECHO-H2`) and a hidden or switched denominator (`ECHO-O1`). Deterministic scoring needs the scorer, validator and typed catalogs; without them the skill returns `score_state: NOT_SCORED` with no gate verdict and no artifact.

Truth lives in `channel-registry`, `offer-claims-registry` and permission state. The skill judges frozen state only. It never publishes, unpauses a queue or updates canonical records, and a separate explicit approval is still required. Closed-platform data needs a user export, otherwise the item lands in Unknown.
