Turns the service list in prepare-plan.json into Bicep templates with secure-by-default settings. Runs as part of the azure-app-onboard pipeline.

## What it does

The skill reads `prepare-plan.json` and `context.json` from the session folder `.copilot-azure/sessions/{uuid}/` and writes infrastructure files into `infra/` plus a `scaffold-manifest.json`. Bicep is the default output; Terraform is used when `.tf` files already exist or `context.json.overrides[]` asks for it.

Resource names come straight from `prepare-plan.json.naming.resources[]` and land in the Bicep parameters unchanged. No `take()`, no `substring()`, no suffixes of your own — the plan is treated as the source of truth. If the workspace already holds Azure IaC, the skill asks whether to start fresh by renaming `infra/` to `infra.bak/` or keep what is there and hand off to `azure-prepare`.

Generation happens through sub-agents: steps 5, 6–9 and 10–12 must be dispatched as `task`, since `general-purpose` pulls sub-agent context into the main thread and speeds up compaction. API versions are collected in the main thread before dispatch, because MCP tool access inside `task` agents is unreliable. The skill writes files only — it runs no install or build commands and stays inside `infra/` and `.copilot-azure/`.

## Requirements
- Works with: Azure

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add microsoft/skills --skill scaffold -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/scaffold/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/scaffold/

### Codex

**Manually: put the files in place**
- File: `.agents/skills/scaffold/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

**Manually: put the files in place**
- File: `.cursor/skills/scaffold/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install microsoft/skills scaffold
```

2. **Manually: put the files in place**
- File: `.github/skills/scaffold/SKILL.md`

### Gemini CLI

**Platform CLI**
```bash
gemini skills install https://github.com/microsoft/skills --path .github/plugins/azure-skills/skills/azure-app-onboard/scaffold
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/scaffold/SKILL.md` — The legacy .windsurf/skills/ path still works

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/microsoft/skills/tree/HEAD/.github/plugins/azure-skills/skills/azure-app-onboard/scaffold/SKILL.md

## When to use it
- build Bicep templates from the services listed in `prepare-plan.json`
- carry resource names over from the plan without editing them
- pick the latest GA API version per resource type
- validate generated `.bicep` files with `az bicep build`
- separate new templates from infrastructure already in the repo

## Example prompts
- Generate the infrastructure from `prepare-plan.json` into `infra/`
- Validate the generated `.bicep` files and write `scaffold-manifest.json`
- The repo already has `.tf` files — account for that when generating templates

# Azure App Onboard Scaffold — IaC Generation + Self-Review

Generate deployment-ready infrastructure code from an architecture plan, verify it with adversarial self-review, and bridge to validation — all without deploying.

## Quick Reference

| Property | Value |
|----------|-------|
| Parent | [azure-app-onboard](../SKILL.md) |
| Best for | Turning `prepare-plan.json` service list into Bicep templates with secure-by-default patterns |
| Inputs | `prepare-plan.json` (services, naming, quotas), `context.json` (overrides, components, repo info) |
| Outputs | `scaffold-manifest.json`, generated IaC files in `infra/` |
| Pipeline position | Phase 3 of 4: prereq → prepare → **scaffold** → deploy |
| IaC format | Bicep (v1 default). Terraform when existing `.tf` detected or user override. |

## When to Use This Skill

Invoked by the `azure-app-onboard` orchestrator at Phase 3 when `prepare-plan.json` exists with `services[]`. Not directly user-routable in v1.

> **Return to orchestrator:** When complete, return control to `azure-app-onboard`. Do NOT directly invoke deploy — the orchestrator manages phase transitions.

## When NOT to Use

| Scenario | Use Instead |
|----------|-------------|
| User-triggered IaC (no `prepare-plan.json`) | `azure-prepare` |
| Subscription-scope landing zones | `azure-enterprise-infra-planner` |
| Execute deployment (`azd up`) | `azure-deploy` (do NOT invoke from AppOnboard pipeline) |
