## What it does

The skill walks the agent through a fixed order: gather information, convert, then import. First it checks Azure access through `az login` and an ESC environment, reads the template JSON with `jq`, and pulls out resource types, parameters, variables, `dependsOn` arrays, copy loops and conditions. If the template is incomplete or a property is ambiguous, the agent asks targeted questions before writing any code.

There is no automated ARM converter, so the translation is done by the agent itself. The default provider is `@pulumi/azure-native`; it falls back to `@pulumi/azure` when native lacks a feature or you want simpler abstractions. Output language follows your project: TypeScript, Python, C#, Go, Java or YAML. Separate reference files cover conversion patterns and the import procedure.

Importing existing resources is optional, but once you ask for it the bar is strict: after import, `pulumi preview` must report no updates, no replaces, no creates and no deletes. Any diff goes through the Preview Resolution Workflow. Every run ends with a migration report built for a Pull Request, including the ARM-to-Pulumi resource mapping and the steps left for you. One thing to settle first: without Azure credentials and a chosen ESC environment the `az` commands simply fail, so do that before anything else.

## Requirements
- Works with: Azure

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add pulumi/agent-skills --skill pulumi-arm-to-pulumi -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/pulumi-arm-to-pulumi/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/pulumi-arm-to-pulumi/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add pulumi/agent-skills --skill pulumi-arm-to-pulumi -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/pulumi-arm-to-pulumi/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add pulumi/agent-skills --skill pulumi-arm-to-pulumi -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/pulumi-arm-to-pulumi/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install pulumi/agent-skills pulumi-arm-to-pulumi
```

2. **Manually: put the files in place**
- File: `.github/skills/pulumi-arm-to-pulumi/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add pulumi/agent-skills --skill pulumi-arm-to-pulumi -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/pulumi/agent-skills --path migration/skills/pulumi-arm-to-pulumi
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/pulumi-arm-to-pulumi/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add pulumi/agent-skills --skill pulumi-arm-to-pulumi -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/pulumi/agent-skills/tree/HEAD/migration/skills/pulumi-arm-to-pulumi/SKILL.md

## When to use it
- convert an ARM template into a Pulumi program without rewriting it by hand
- break Bicep files into Pulumi resources while keeping conditions and loops
- bring already deployed Azure resources under Pulumi management
- reach zero diff after import so preview stops proposing replacements
- produce a Pull Request migration report with a resource mapping table

## Example prompts
- Convert this ARM template to Pulumi in TypeScript using the azure-native provider
- Migrate these Bicep files to Pulumi and list what could not be mapped one to one
- Import the existing resources from this resource group into Pulumi and get a zero diff in pulumi preview

```text
---
name: pulumi-arm-to-pulumi
description: Convert or migrate Azure ARM (Azure Resource Manager) templates, Bicep templates, or code to Pulumi, including importing existing Azure resources. This skill MUST be loaded whenever a user requests migration, conversion, or import of ARM templates, Bicep templates, ARM code, Bicep code, or Azure resources to Pulumi.
---
## IMPORTANT: PLAN ADJUSTMENT REQUIRED
**If you have already generated a migration plan before loading this skill, you MUST:**
1. Review your existing plan against the workflows and requirements in this skill
2. Identify any gaps, missing steps, or incorrect assumptions
3. Update and revise your plan to align with this skill's guidance
4. Communicate the adjusted plan to the user before proceeding
## CRITICAL SUCCESS REQUIREMENTS
The migration output MUST meet all of the following:
1. **Complete Resource Coverage**
   - Every ARM template resource MUST:
     - Be represented in the Pulumi program **OR**
     - Be explicitly justified in the final report.
2. **Successful Deployment**
   - The produced Pulumi program must be structurally valid and capable of a successful `pulumi preview` (assuming proper config).
3. **Zero-Diff Import Validation** (if importing existing resources)
   - After import, `pulumi preview` must show:
     - NO updates
     - NO replaces
     - NO creates
     - NO deletes
   - Any diffs must be resolved using the Preview Resolution Workflow. See [arm-import.md](arm-import.md).
4. **Final Migration Report**
   - Always output a formal migration report suitable for a Pull Request.
   - Include:
     - ARM → Pulumi resource mapping
     - Provider decisions (azure-native vs azure)
     - Behavioral differences
     - Missing or manually required steps
     - Validation instructions
## WHEN INFORMATION IS MISSING
If a user-provided ARM template is incomplete, ambiguous, or missing artifacts, ask **targeted questions** before generating Pulumi code.
If there is ambiguity on how to handle a specific resource property on import, ask **targeted questions** before altering Pulumi code.
