## What it does

The skill drafts an internal AI governance policy using published templates from the ABA, ILTA, CLOC, NIST, state bar associations, and relevant legislation like the EU AI Act. Before drafting, it runs a scope interview to determine required sections, target audience, and deployment context, such as a law firm or in-house legal team. The output arrives as an internal draft with source citations, reviewer notes, an adoption checklist, and a decision tree for next steps.

It reads the practice profile from `~/.claude/plugins/config/claude-for-legal/ai-governance-legal/CLAUDE.md`. If the practice profile is unpopulated, the skill stops immediately and routes to `/ai-governance-legal:cold-start-interview`. When existing commitments are already present in the profile, it switches to update mode instead of building from scratch. Every key decision point, threshold, and tool restriction gets marked with a `[review]` flag accompanied by open questions.

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add anthropics/claude-for-legal --skill policy-starter -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/policy-starter/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/policy-starter/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add anthropics/claude-for-legal --skill policy-starter -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/policy-starter/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add anthropics/claude-for-legal --skill policy-starter -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/policy-starter/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install anthropics/claude-for-legal policy-starter
```

2. **Manually: put the files in place**
- File: `.github/skills/policy-starter/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add anthropics/claude-for-legal --skill policy-starter -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/anthropics/claude-for-legal --path ai-governance-legal/skills/policy-starter
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/policy-starter/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add anthropics/claude-for-legal --skill policy-starter -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

## When to use it
- draft a first-cut internal AI usage policy
- update legacy AI guidelines for recent state AI laws and the EU AI Act
- define permitted and prohibited generative AI use cases
- flag sensitive governance decision points with `[review]` tags for legal counsel

## Example prompts
- /ai-governance-legal:policy-starter "we need an AI policy for our 30-lawyer firm"
- /ai-governance-legal:policy-starter "update our existing policy for the 2026 state AI laws"
- /ai-governance-legal:policy-starter

# /policy-starter

1. Read `~/.claude/plugins/config/claude-for-legal/ai-governance-legal/CLAUDE.md`. If the practice profile is unpopulated, stop and direct to `/ai-governance-legal:cold-start-interview`.
2. Use the framework below.
3. Run the scope interview — which sections does the policy need to cover, who's the audience, what's the deployment context. Do not skip to drafting.
4. Web search for the current published model policies and guidance relevant to the deployment context (ABA, state bars, ILTA, CLOC, NIST, peer-firm / peer-company policies, current state AI laws, EU AI Act, sector regulators as applicable).
5. Draft the selected sections, sourced from the model policies, with `[review]` flags on every choice point and `[review]` open questions at the bottom of each section.
6. Output with the draft header ("DRAFT FOR INTERNAL LEGAL REVIEW — NOT FOR DISTRIBUTION"), the sources block, the reviewer note, and the adoption checklist.
7. Close with the next-steps decision tree.

/ai-governance-legal:policy-starter "we need an AI policy for our 30-lawyer firm"
/ai-governance-legal:policy-starter "update our existing policy for the 2026 state AI laws"

## Matter context

**Matter context.** Check `## Matter workspaces` in the practice-level CLAUDE.md. If `Enabled` is `✗` (the default for in-house users), skip the rest of this paragraph — skills use practice-level context and the matter machinery is invisible. If enabled and there is no active matter, ask: "Which matter is this for? Run `/ai-governance-legal:matter-workspace switch <slug>` or say `practice-level`." Load the active matter's `matter.md` for matter-specific context and overrides. Write outputs to the matter folder at `~/.claude/plugins/config/claude-for-legal/ai-governance-legal/matters/<matter-slug>/`. Never read another matter's files unless `Cross-matter context` is `on`.

## Purpose

A lot of firms and in-house teams don't have a written AI usage policy yet, or
