## What it does

This skill covers policy as code end to end: security and compliance rules live in files, not in manual approval gates. It ships Rego examples for Terraform — denying S3 buckets with public ACLs, requiring encryption on RDS, EBS and S3, enforcing a tag set of Environment, Owner, CostCenter and DataClassification, and restricting deployments to an approved_regions list.

For Kubernetes there are Kyverno manifests: required labels on Pods, no privileged containers, CPU and memory limits on every container, and a ban on the `latest` image tag. The evaluation flow is `terraform plan -out=tfplan`, then `terraform show -json tfplan > tfplan.json`, then either `opa eval` or `conftest test`. In a pipeline conftest is the easier pick — it prints a readable table of violations.

One caveat. The Rego examples assume the AWS Terraform provider and the `resource_changes` shape, so a different provider or plan format means rewriting them. The region rule reads `input.configuration.provider_config.aws`, so if your region comes from a variable instead of a constant, that policy stays silent. Worth testing against your own plans before you make the check blocking.

## Requirements
- Works with: Kubernetes, Terraform

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add BagelHole/DevOps-Security-Agent-Skills --skill policy-as-code -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/policy-as-code/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/policy-as-code/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add BagelHole/DevOps-Security-Agent-Skills --skill policy-as-code -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/policy-as-code/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add BagelHole/DevOps-Security-Agent-Skills --skill policy-as-code -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/policy-as-code/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install BagelHole/DevOps-Security-Agent-Skills policy-as-code
```

2. **Manually: put the files in place**
- File: `.github/skills/policy-as-code/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add BagelHole/DevOps-Security-Agent-Skills --skill policy-as-code -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/BagelHole/DevOps-Security-Agent-Skills --path compliance/governance/policy-as-code
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/policy-as-code/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add BagelHole/DevOps-Security-Agent-Skills --skill policy-as-code -a opencode
```

### Claude.ai

**Claude.ai**

## When to use it
- block public S3 buckets before a plan is applied
- require encryption on RDS, EBS and S3
- catch resources missing mandatory tags
- stop privileged containers from reaching the cluster
- reject the latest image tag on Pods

## Example prompts
- Write a Rego policy that denies S3 buckets with a public-read ACL
- Add a conftest test tfplan.json step to CI using the policies in policies/
- Generate a Kyverno ClusterPolicy requiring CPU and memory limits on all containers

# Policy as Code

Automate policy enforcement through code using OPA/Rego, Kyverno, Checkov, and CI/CD integration to prevent compliance violations before they reach production.

## When to Use

- Enforcing security and compliance policies on infrastructure-as-code changes
- Preventing misconfigured Kubernetes workloads from deploying
- Automating guardrails in CI/CD pipelines for Terraform, CloudFormation, or Helm
- Implementing organizational standards that must be consistently applied
- Replacing manual approval gates with automated policy checks

## Open Policy Agent (OPA) Rego Policies

```rego
# deny_public_s3.rego - Deny S3 buckets with public access
package terraform.aws.s3
import rego.v1
deny contains msg if {
    resource := input.resource_changes[_]
    resource.type == "aws_s3_bucket"
    resource.change.after.acl == "public-read"
    msg := sprintf(
        "S3 bucket '%s' has public-read ACL. All buckets must be private. [Policy: no-public-s3]",
        [resource.address]
    )
}
deny contains msg if {
    resource := input.resource_changes[_]
    resource.type == "aws_s3_bucket"
    resource.change.after.acl == "public-read-write"
    msg := sprintf(
        "S3 bucket '%s' has public-read-write ACL. This is strictly prohibited. [Policy: no-public-s3]",
        [resource.address]
    )
}
```

```rego
# require_encryption.rego - Require encryption on data stores
package terraform.aws.encryption
import rego.v1
deny contains msg if {
    resource := input.resource_changes[_]
    resource.type == "aws_db_instance"
    not resource.change.after.storage_encrypted
    msg := sprintf(
        "RDS instance '%s' does not have storage encryption enabled. [Policy: require-rds-encryption]",
        [resource.address]
    )
}
deny contains msg if {
    resource := input.resource_changes[_]
    resource.type == "aws_ebs_volume"
    not resource.change.after.encrypted
    msg := sprintf(
        "EBS volume '%s' is not encrypted. [Policy: require-ebs-encryption]",
        [resource.address]
    )
}
deny contains msg if {
