## What it does

The skill handles the mechanics of outreach: personalizing a message, building a multi-touch cadence for non-responders, drafting negotiation scripts that handle objections, and tracking status across the whole list. It works for creators, journalists, analysts, launch partners and brand advocates. The list, the angle and embargo terms stay with the handing-off skills — this one owns pitch execution.

Drafting needs no live integration. Paste the handles, follower counts, niche, budget and deliverables, and you get a clearly labeled draft. Sending or scheduling is different: it requires a pseudonymous subject ID and a live suppression query against `consent-registry` right before dispatch. An unavailable or failed query is not permission to send. Jurisdiction, channel and lawful basis for contact are stated explicitly.

The artifact comes back inline by default. Saving to `memory/influencer/outreach-manager/YYYY-MM-DD-<topic>.md` happens only with exact WARM-save authorization. Raw handles, names, profile URLs and email are never persisted — opaque refs like `creator_ref` and `recipient_ref` take their place. When no authorized source can resolve such a ref, `identity_status` stays `unresolved` and the locator is requested again at dispatch. Worth knowing if you usually keep contacts in plain notes.

Finalizing signed agreements is out of scope — that is `contract-helper` territory.
