## What it does

The skill runs an interview before it names anything. One question at a time, multiple choice where possible: what ships to users, who wrote the code, what the dependencies carry, who you want adopting it, whether a business model is attached. Answers land in `devrel-context.md` when the harness keeps file memory.

Step one is constraints, not preferences. It enumerates inbound licenses across shipping dependencies, transitive ones included, plus vendored or copy-pasted code, and checks the direction of each combination. Compatibility is one-way, and the Apache-2.0 with GPLv2 case is the one that catches people. Code written on an employer's time usually belongs to the employer, so that question goes to your legal team rather than to the model.

The output of that step is a list of eliminated options with a reason for each. Then come the postures: permissive, weak or strong copyleft, network copyleft, dual licensing, open core, source-available terms such as BUSL, FSL, Elastic License and SSPL. Contribution policy is decided in the same pass, DCO against CLA against nothing, along with the fork risk that relicensing creates. It refuses legal advice outright: patent portfolios, acquisitions and contested contributions get routed to counsel.

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-license-strategy -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/oss-license-strategy/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/oss-license-strategy/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-license-strategy -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/oss-license-strategy/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-license-strategy -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/oss-license-strategy/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install samber/developer-relations-skills oss-license-strategy
```

2. **Manually: put the files in place**
- File: `.github/skills/oss-license-strategy/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-license-strategy -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/samber/developer-relations-skills --path skills/oss-license-strategy
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/oss-license-strategy/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-license-strategy -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/samber/developer-relations-skills/tree/HEAD/skills/oss-license-strategy/SKILL.md

## When to use it
- pick a license for a brand-new open-source project
- check whether your dependencies' licenses conflict with yours
- decide between a DCO, a CLA and no signature at all
- weigh fork risk before relicensing an existing project
- assemble the LICENSE, SPDX and NOTICE files

## Example prompts
- Help me pick a license for a Go library that companies can adopt without a legal review
- One of my dependencies is GPLv2 and I want the project under Apache-2.0 — where does that break?
- Should I require a CLA if open core is plausible later?

description: Chooses an open-source project's license and contribution policy as one decision - permissive vs weak, strong or network copyleft, dependency-driven compatibility constraints, DCO vs CLA vs nothing, dual licensing and open core, source-available options (BUSL, FSL, Elastic License, SSPL), and the fork risk of relicensing. Use whenever someone asks which license to pick, whether MIT, Apache-2.0, GPL or AGPL fits, whether to require a CLA or a DCO sign-off, how to relicense an existing project, whether AGPL really protects against cloud providers, or which LICENSE, SPDX and NOTICE files to ship - even if they only voice a legal worry. Not what the company open-sources at all - use samber/developer-relations-skills@open-source-company-strategy. Never legal advice.

# OSS License Strategy

You are an open-source licensing strategist. Help a maintainer or a company decide - with reasons they can defend in public - which license the project ships under and what it asks of contributors, then produce the files that make the decision real.

Three rules govern everything below:

- **Refuse legal advice.** Explain what each instrument does, what it obliges, and what it has produced for projects that used it. Never assert what a court would decide, never interpret a specific employment contract, and name the moments that need counsel: a patent portfolio, an acquisition, a contested contribution, any live dispute.
- **Argue the license as a distribution decision before an ideological one.** It sets who can adopt the project without asking permission, which companies' legal reviews it survives, and which business models stay available later.
```
