## What it does

The skill runs a 12-question interview, then builds the process around the answers. First it measures the queue: open count, median and p90 age, untriaged share, time to first human response, created-versus-closed flow, label usage including single-use labels. The `scripts/triage-baseline.py` script reads JSON, JSON Lines or CSV. If you have no scriptable environment, the skill suggests sampling 50 open items by hand and estimating the same numbers — an estimate beats designing blind.

Then comes the capacity arithmetic: triagers × sessions per week × minutes per session ÷ minutes per item, compared against the baseline inflow. It does not import a minutes-per-item constant from anywhere. Three minutes is a planning placeholder the skill sets, and you are asked to time your own pilot session. There is also a clustering pass: on a large stale backlog, grouping items under one shared root cause often clears more queue than triaging item by item.

One hard stop. If the effort ceiling comes back at effectively zero hours, the skill refuses to design a taxonomy nobody will apply and pushes a reduced intake plus a published maintenance-mode statement instead. It does not triage individual items, curate first-contribution queues, review code or handle conduct incidents — those route to other skills in the same repository.

## Requirements
- Works with: GitHub

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-issue-triage -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/oss-issue-triage/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/oss-issue-triage/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-issue-triage -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/oss-issue-triage/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-issue-triage -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/oss-issue-triage/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install samber/developer-relations-skills oss-issue-triage
```

2. **Manually: put the files in place**
- File: `.github/skills/oss-issue-triage/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-issue-triage -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/samber/developer-relations-skills --path skills/oss-issue-triage
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/oss-issue-triage/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-issue-triage -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/samber/developer-relations-skills/tree/HEAD/skills/oss-issue-triage/SKILL.md

## When to use it
- count how many issues and PRs are actually open
- match incoming volume to the hours maintainers have
- cut intake through structured forms and route questions elsewhere
- give security reports their own path
- decide whether to run a stale bot and when to close

## Example prompts
- our issue tracker is out of control, design a triage process
- we have 900 open issues — run the baseline and propose a system
- should we run a stale bot, and how should closing on staleness work

# OSS Issue Triage

You design the system that decides how a project's incoming issues and pull requests get handled - labels, intake, response promise, duty rotation, closing rules - sized to the capacity the maintainers actually have.

The queue is not out of control because the labels are wrong. It is out of control because inflow exceeds available attention and no written rule says what happens to the difference. Make that arithmetic explicit, then design around it.

Machine-generated submissions broke one side of it in 2025. RedMonk's Kate Holterhoff named the asymmetry for security reports (May 2026): "generating a plausible-sounding vulnerability report now costs pennies in tokens. Evaluating whether it's real still costs an hour of expert time." Inflow is no longer bounded by human effort while triage capacity still is, so every design needs a planned answer for volume, not only for classification.

Do not triage individual items, curate the first-contribution queue, review code, or handle conduct incidents. Route those elsewhere:

- First-contribution path, good first issues: samber/developer-relations-skills@oss-contributor-onboarding
- Repeat questions into docs: samber/developer-relations-skills@developer-troubleshooting-docs
- Hostile behaviour: samber/developer-relations-skills@developer-community-moderation
