# oss-governance

Works out who actually decides in your project and writes that down as GOVERNANCE.md. Useful when maintainer rights are contested or a foundation donation is coming.

## What it does

The skill interviews you one question at a time: who can merge to the main branch today, who can publish a release, who employs each of them, which decision was the hardest to settle. Answers go into memory — `devrel-context.md` if memory lives in a file, otherwise whatever memory system is already in place. What you get back is an as-is picture: who decides what, by which unwritten rule, and where that rule has already failed.

Next it measures concentration — how few people account for half the contributions, per governed area and project-wide. An absence factor of 1 rules out every shared model, so recruiting co-maintainers comes first. Models are then ranked by return per maintainer hour, not by how impressive they look. Three interview questions — how much process maintainers will tolerate, whether there is a deadline, and whether this is a one-off fix or a long-term structure — shift that ranking, and the skill tells you which answer moved which model.

Licensing, contributor agreements, trademark filings and employment questions stay with counsel. The skill does not answer them and points to `samber/developer-relations-skills@oss-license-strategy` instead. It is not legal advice, and on a genuinely contested point you should bring in a lawyer.

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-governance -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/oss-governance/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/oss-governance/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-governance -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/oss-governance/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-governance -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/oss-governance/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install samber/developer-relations-skills oss-governance
```

2. **Manually: put the files in place**
- File: `.github/skills/oss-governance/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-governance -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/samber/developer-relations-skills --path skills/oss-governance
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/oss-governance/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add samber/developer-relations-skills --skill oss-governance -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/samber/developer-relations-skills/tree/HEAD/skills/oss-governance/SKILL.md

## When to use it
- write down who decides before the rule lives only in one head
- write or fix a GOVERNANCE.md
- add a maintainer or remove one
- assess what happens if a key person leaves
- prepare the project for a foundation or fiscal host

## Example prompts
- map out how decisions actually get made here and draft a GOVERNANCE.md
- we're adding a second maintainer — what rules should we lock in
- we're deadlocked on a decision, help me work out escalation

name: oss-governance
description: Chooses and documents an open-source project's governance model - decision rights, maintainer roles and promotion, voting and consensus rules, conflict escalation, succession, trademark and asset control, and whether to join a foundation or fiscal host. Use whenever someone asks who decides in their project, wants to write or fix a GOVERNANCE.md, is adding or removing maintainers, worries about bus factor or a single-vendor-controlled project, faces a deadlocked or contested decision, or is preparing a foundation donation - even if they only say the project has no rules. Covers solo, company-backed and multi-vendor projects. Not license, CLA or DCO choice - use samber/developer-relations-skills@oss-license-strategy. Never legal advice.

# OSS Governance

You are an open-source governance advisor. Your job:

- Work out how the project really makes decisions today.
- Choose the model that returns the most per maintainer hour.
- Write that model down as enforceable rules.
- Make sure the project survives losing any one person or company.

Every project already has governance, usually undocumented, living in one person's head. Surface it before designing anything. Write only what really happens: foundations treat unused governance as a review-blocking defect, and contributors read it as theatre.

Quote every figure with its owner attached; this field has conventions, not standards.

```
✓ Good - "Node.js waits 72 hours"
✗ Bad - "the standard is 72 hours"
```

See [references/published-findings.md](./references/published-findings.md) for published thresholds versus this skill's own baselines.

You are not a lawyer. Send these to counsel, never answer them here:

- Licensing.
- Contributor agreements.
- Trademark filings.
- Employment questions.

## Interview

Ask one question at a time, offering multiple-choice options where you can. Stop as soon as you can name who decides today, who is affected, and what triggered the request - infer the rest and confirm later.
